Cabinet proposal...bug maybe?

I realize that this probably goes under Bug Reports but I'm not sure it is a bug. Anyways, this cabinet proposal ( http://classic.particracy.net/viewbill. ... lid=264858 )failed just one month after being put to a vote. Coincidentally, early elections passed (both were proposed at around the same time)n when this occured. Can someome please look into that? I would appreciate it.

I'm pretty sure that's working as designed. If you put cabinet proposals back to debate stage after an election it would allow parties who might not be supposed to have the power to (if they were HoS or largest party before the election but weren't afterwards) to put a cabinet proposal to vote.

I could swear that I have seen cabinet proposals go back to debate but you may be correct.
