With regard to dictatorships:
I'd suggest that the best way to RP the situation depends on the method being used to maintain power. Treaty-locking is best RPed as absolute dictatorship; perpetual earlies (as with Lodamun) might be better treated as a combination of rigging elections, blocking proposals and preventing opposition candidates for registering on ballots. The good old 1-5-72 is probably something of a borderline case, dependent on context.
Obviously, using such tactics in game should have RP consequences. Nations employing treaty-locks or perpetual earlies should not be allowed to RP being fully democratic (though obviously they can RP claiming to be fully democratic).
So, in the case of Lodamun, answer c seems most appropriate. (Before people accuse me of bias: remember I'm in a similar boat )
