Illegal War RP

I ask the moderators to look into this matter. The Patriotic Rebellion has decided to unilaterally declare war against a different state, with neither the consultation of any other Party in Kalistan (namely the minority Party), in contravention to an international treaty our country passed concerning House rules for Kalistan that require all OOC players to agree on all conflict RP's, and in contravention of Particaracy's rules which require all sides (potentially) involved with a conflict RP to agree on it. To our knowledge, the Head of Governmet of Valruzia had no OOC knowledge of the RP, nor did my Party. We would like the moderators to please address this issue with at least the Patriotic Rebellion's Player, and if possible, wipe that bill out until such time that 1) All Kalistan Players agree to the Conflict RP (I have a bill up right now that would ascertain that) in accord with our country's house rules, and 2) The government of Valruzia is contacted OOC to see if they want to participate in the RP as well, determined by whatever process they do that.
