Sorry to be pedantic but I am not sure that this bill is clear about what it is requesting. If only for future reference purposes, I think you ought to state clearly in the bill which city you would like to be renamed. In other words you might write something like:

By the passage of this bill we will rename the city of "Deux-Rivières" to the city of "Ferdinandia".
