In fact it was with those parties, so they are good.

I don't know if this belongs here, but perhaps a better approach to this would be to contact the player (as a player not moderator) and tell them 2 accounts are not allowed, before reporting them to the moderators, the majority of multiple accounts that I have run into have been solved by just contacting them, I find that most are new players who don't know.

We send follow up messages to both accounts informing them why they were deactivated, and give them a link on how they can have one of their accounts reactivated.

Okay, hats better, but I think it would be more effecent for players to contact them first, then report if they don't comply, it would be less work for yall.

It's a difference of how about 15 seconds, so not really a big deal

For you yes, for the player it could be about 24 hours.

As made clear in my post elsewhere, Farsun is operating two in-game accounts without permission. As per the Game Rules:
Section 2 - Account Management
1. It is forbidden to operate more than one active game account at a single time, this is commonly referred to as "multiing". Any player found to have more than one active accounts will have both inactivated, further "multiing" offenses may result in further sanctions against the overall player;

I hope the rules will be applied properly in this case, as they would if this were an ordinary player, and that both accounts will be inactivated.
