I am not 100% certain on the IP allocation on mobile devices, but I can't fathom that their identical...Actually, having them be identical wouldn't work. In theory it's possible for people using the same ISP or same mobile network to get the same IP (not at the same time) but over the course of time. Though, the odds on this are pretty astronomical given the prefixes change quite often. The logs on IP's kept here very rarely show our users using static IP addresses; something you'd only see coming from a business-class service for your internet or if you've got your LAN setup this way.
I will look further into the mobile device IP issues, but I don't see what I typed above changing much. All due apologies for any inconveniences, but the rules are the rules and one of the tools we actively use is sweeping IP's and when they match (every single digit) it's considered suspect if not a multi. I'm sure this doesn't help anyone's annoyance with this, but I'm sure you'd want this policy enforced on others just as equally: and we do.
It's easy to figure out which IP's came from where and I'll do some further investigations on all of this. For now though, I think it'd be fair to re-active those involved with this. Though as a formative warning, if it turns out anyone has intentionally mislead moderation on this issue you will skip right past a formal warning to a second warning; so if anyone has anything they'd like to clear up make sure to contact Reiko about it.
