Can't ignore a player who spams the nation page with bills (including duplicates) and moderation refuses to delete them, even the duplicates. I tried talking to him to set the bills to vote or delete them, and he just responded with a wall of gibberish text.

It's not bad spelling or grammar. He has shown that he doesn't understand English:

He repeats the non-English words, so it's not simply a case of bad spelling/grammar, but he is actually speaking a different language, and throwing English in here and there for a few words. It's frustrating.
It's okay if he doesn't want to comply with Beluzia's RP system, but his party name could still be fixed, even with a capital "T" just to be more proper - a party/organization name warrants a proper noun, which begins with a capital letter.
