I couldn't find a topic for this, so I apologise if this is the wrong place
but it regards an inactive party, and that's what the title of this one is.

Is an inactive party permitted to create bills, add proposals, and move them to vote?
If not, could someone please check

- It is the rule in war, if ten times the enemy's strength, surround them; if five times, attack them; if double, be able to divide them; if equal, engage them; if fewer, be able to evade them; if weaker, be able to avoid them.
