Stanton House is expecting a specific result from next elections (November 3399) in order to vote yes. Despite the fact that I cannot exactly determine the reason of their statement, Stanton House will oppose your proposed treaty.

So they're voting yes, but they oppose it?

Perhaps he speaks in a creole or pidgin. That would explain the semi-Englishness of it all.
