I've messaged the responsible party, if there are other parties who refuse to write English, or this party continues writing only Italian, just tell us.

Now that I have left there is a slew of it worse than yesterday or before, and it will continue on that way.

Which is unfortunate for purposes of reading the legislative notes by those not directly involved in Istalia/Quanzar.

I'm not involved in that country, but bills such as these seem to be somewhat at odds with game rules, even if the Istalian parties can't really enforce them:

As you say, they can't enforce them. As soon as another party comes to Istalia who doesn't speak Italian, they'll have to use English again.

It is clearly in violation of game rules, and you will have no idea what they're up to. You know, "What, they're declared war on us? Why, who, when, how? And in Italian?". You should enforce it against them.

As long as only Italians are concerned it doesn't violate the rules, it will as soon as communication is impossible. Of course, if they try to do international RP this way it won't count.

Just for my own clarification, the use of foreign languages is allowed for administrative purposes (names of people, places, and nations; anthems, national symbols, etc), but has no place in being the sole communicative language in the proposition of bills, drafting of treaties, the nation wiki, or general player-to-player correspondence, correct?

Obviously, translations for the items listed above should be provided upon request, but the items need not be in English initially?

IF another party comes to Istalia ... the purpose of this bill is clearly to keep them away. Older players certainly wouldn't be impressed by such a hollow threat, but relative newbies might be.

I don't mind so much tthat they're communicating among themselves exclusively in Italian (frankly, judging by the translations provided in the forum newspaper, I probably wouldn't understand much more if they wrote their bills in English of that standard), but that they actively try to scare others away.
