I wonder how this sudden rise in the second population group of Hulstria is explained by RP, not long after another cultural protocol seems to have passed. Isn't that against the rules?

It's a unfinished draft I started a few hours ago, I was going to pass it in a few game years to represent the demographic changes caused by the dictatorship. I should have put that in the title.

To be fair, 10% isn't a huge difference, and could be explained by the immigrant descendants returning to their ancestral homelands after the establishment of totalitarianism.

Maybe you and the other player could reach a compromise. How about you agree to a 5% shift in the population groups, increasing to 10% in 10 game years time if the dictatorship is still in place? If the dictatorship falls, then you could reverse the changes.
