Does this imply that Moderation will approve Keymon's cultural protocol after the 48 hour period has passed? If so, this would appear to severely undermine the cultural protocol system since this is an entirely new culture being put in place. While personally I do not have any issues with the update, it doesn't conform to the Game Rules:

ii. Moderation will deny any request that changes the % of any category by more than 15 and will request significant RP justification for any request that changes the % of any category by more than 7.

In addition, if players can replace a cultural protocol by passing a single bill then does that not entirely defeat their entire purpose to begin with?
