That's normal, as Visibility ratings decline over time. You can raise your Visibility ratings by proposing bills (with Articles attached, of course) and voting on bills.

I have a different problem: I just barely joined, and it seems impossible for me to raise my visibility above "close to none" for any ideologies. I've proposed six bills and voted on four. Is there something else I need to do? Perhaps wait until the bills pass their deadline for voting? Should I just keep trying?

The issue is that although you have voted on a few bills, none of those bills has actually been finished voting on yet, so there has been no effect on your Politicial Positions or Visibility.

In order to increase your Visibility and establish your Political Positions, my advice would be to propose as many bills as you can (including the legislative Articles) and vote on as many bills as you can.
