Unfortunately that does not meet the minimum 1 month activity requirement in Rule 20.

Withdrawl rejected, due to the misleading picture of the accord you have painted in the bill.

You accused both me and Lucca of "mistruths" in the bill discussion. So I feel the need to weigh in here since apparently you're using the language in Hawu's bill as partial justification for rejecting Kirlawa's Opt-Out. First of all, it's real nasty to approve Hawu's bill then turn around a few days later and reject a bill with nearly the precise same language. This is not the first time that moderator actions have taken a 180 degree turn based simply on which moderator is online at the time, and it is creating a situation where the game is being run by whim and chance. Secondly, it also takes a special kind of gall to accuse us of lying about your rules, then refuse to detail what precisely you think we're lying about, so that players are left guessing which egg shell to avoid so that we can play the game in peace. I can only guess that by "mistruths' you're referring to the language in Hawu's bill and Kirlawa's regarding culture. If so, that brings up a third point: on April 3rd when I wrote Hawu's bill, your rules post contained language regarding culture and it specifically said that countries wishing to opt-out had to specify which portion of the GRA they were opting out of -- the culture elements, the military and economy elements, or both. That's the reason the Hawu bill (and the Kirlawa bill, some of which was copied from Hawu's bill) specifically adds the language "entirely." This kind of lord of the flies BS where you do sloppy work by posting an incomplete, poorly formatted list that you continue to update here and there for days afterwards, then turn around and accuse players of lying for (presumably) referencing an earlier version of your sloppy work while we're rushing out bills to avoid being negatively impacted by your next whim -- this kind of lord of flies BS is galling. You should know and Wouter should know that if this kind of childish, incompetent shit isn't stopped, people will not stick around to participate in this game or any of Wouter's games. You owe Lucca and I an explanation of your "mistruths" accusation, and if you're referring to the culture language, you need to publicly acknowledge your role in this confusion and apologize for accusing us of lying about you if so. This is some real nasty shit the three of you just pulled.

Yeah so the culture references in Kirlawa's bill were the reason for its rejection. Even with the unamended rules on the 3rd of April, that's not good justification, since a) we made it clear that the culture reform is on hold and will be discussed separately and distinctly from the new rules and b) the release date for the new rules was announced for the 4th of April. Hawu's bill has the same problem as Kirlawas, and here I must admit guilt, as I didn't fully read the justification provided before approving Hawu's withdrawal. We won't backtrack on Hawu's withdrawal though. All we're asking from Kirlawa is to propose a new withdrawal bill that does not mention nonexistent rules (or potential rules) as reason for its opt-out.
