Question on Game Mechanic

We're trying to figure out cabinet bills in Kalistan, and could use some guidance:

Can we pass a cabinet bill, by the game mechanic, that does not represent a majority of the seats. For example- If two players are in a coalition, but together they represent less than half the seats of the Assembly, and everyone not in the coalition is ideologically dissimilar, would you still have to include enough seats to produce a majority, or can you have minority coalitions? (I would test it myself, if I could propose cabinet bills, but since I can't seem to win the daggone election, I have to rely on the conservatives and they ain't going to get nothing passed...)

Some guidance would inform our discussions and would be appreciated.

A Cabinet bill representing parties which do not collectively represent a majority of the legislature can be passed, PROVIDED:

* More than half of the legislature votes in favour of the Cabinet bill. In the case of a minority government, this would naturally require a party/parties not represented in the proposed Cabinet to vote in favour.

* All of the parties in the proposed Cabinet bill vote in favour of the bill.
