Rules Broken or Unfair play or something

So unfortunately I don't have time to read the game rules right now, but I feel this is either a breach of the rules or highly unfair play. Basically a party has proposed 8 bills all with the exact same article in it (7 of these bills contain only this article), it is an article regarding bestiality and they are the only party that supports it. And I feel this is just exploiting the game mechanics slightly and I feel its pretty unfair. Not sure if its a rule breach, so could moderation please advise me, and maybe suggest a course of action. If its not a rule breach it should be. The article is "Proposed: Bestiality is legal and unregulated."

7 of the bills were removed since it does appear to be spamming, possibly accidental. I don't see how it could be considered to be unfair since it does not benefit the player in anyway. It could have been eight different bills or one eight article bill with the same visibility effects and there would have been no difference really.


4.2 It will be considered spamming if a player creates bills or messages which duplicate each other or are irrelevant.

What can I say?... Legalizing bestiality is a big part of my party, the SRP... I have studied the game rules in the past and from my understanding as long as the bills have real articles in them, they are not considered spam, if I'm not mistaken, which I always could be...

Unfair play, you say? Please... You and your coalition have all the political power to pass and block anything you want... I'm just a minority party with no political power and the only thing a minority party can do is make bills to improve visibility... My party has been making bills to legalise to bestiality for many real life years in Davostag, it's nothing new... It's all a part of my political strategies and tactics, depending if I'm in power or out of power... I make these bills for two reasons... 1. To improve my visibility... 2. Psychological Warfare, yes, psyhological warfare is a large component of the SRP and the Unholy Davostag Empire as a whole... While your destroying the Unholy Davostag Empire, I'm making many bills with the same article(s) as a sign of quietly protesting your regime!

This is just a natural consequence of increasing proposal quotas... If you don't like my bills, you can easily pass a bill reducing the proposal quotas... But that would make you look like a dictator, which is why you hate
my party in the first place... But it's all a part of my political strategy to change you into the very thing you hate, a dictator! Muahahahaha...

Of course, all of this is me in character inside the game.. I mean no ill will towards you out of character...

Why were my bills deleted? I just re-read the spam section of the game rules, and I don't think my bills were spam...

1. I made those bills on purpose.
2. Each one of those bills had a legitimate real article.
3. Those bills were in the voting stage and two months away from being defeated, as I had planned on purpose! And because each bill had a real article in it, all of those bills would have boosted my visibility! You do get visibility even with defeated bills.

As I hope you see. Those bills were far from irrelevant... Those bills I believe were my key to a possible election victory... My in-game life is already hard with 5 parties, and 3 international organizations devoted to the destruction of the Unholy Davostag Empire, without the mods making my in-game life any harder as it already is...

I'm sorry that you perceive my action as targeting you in anyway. The thing is, the eight bills were basically just a duplication of each other with only a different title which is not allowed under the quoted rule 4.2. In a sense you were asking the other parties to vote for the same bill eight times which I hope you will agree, can be construed as a burden on other players. The same visibility could have been gained with either one bill with eight articles or eight one-article bills with different articles.

If the same bill is proposed every month for several months, is it spam? Where do we draw a line?

Well it's a case by case type of inquiry. For instance early election and certain RP bills could be considered somewhat exempt from this. We are not going to draw any rigid lines, it should be enough to say that the unreasonable burden that it places on other players will be the main factor weighed.
