iii. To remove a current Culture Protocol users in a nation should pass a bill with the support of a two thirds majority of players with seats, clearly stating their intentions and containing no other articles, then notify Moderation in the Requests for Culturally Open Status Thread.

It's not quite clear what you asking for there. You need to pass a clean bill asking for Culturally Open status and you cannot have any minorities or demographics in a Culturally Open nation.

Reddy, isn't this getting rather rigid? They've clearly passed an "OOC: Beluzian Request for Culturally Open Status" bill and posted it here on the "Requests for Culturally Open Status" thread, so I'd say you can reasonably process it as a request for Culturally Open status.

Of course they can. In a Culturally Open nation, they can do whatever minorities or demographics they want, just obviously they're not enforced under the Cultural Protocol rules. Or is there any specific reason to doubt they understood this?

The instruction requesting for Culturally Open status has to be clear and without qualifications or any kind of conditions attached to it. A statement as simple as "We request Culturally Open status" is enough. Anything beyond that must not have the effect of leading other players, intentionally or otherwise, to believe that the request will serve another purpose nor imply that Moderation will still protect some kind of cultural status.

Clearly I could have been clearer there. I had thought it was easy enough to understand that I was talking about Moderation not being able to protect such things...apparently it wasn't so clear. You can have those things in an open nation but Moderation will not protect or enforce them.
