Generally you must lay the foundation for a crackdown, establishment of a ruling political party as well as generally make the institutions heavily reliant on "the Party" in order to facilitate a one party state. You've done next to no work on any of the aforementioned criteria; mind you said criteria is heavily reliant upon on Moderation approval.
