"Executive Decrees" is my version of the in real life "Executive Orders" which is issued by the President of the United States. The executive decrees are not RP laws, but rather RP actions which are used in the same manner as the executive orders; "Executive orders are simply presidential directives issued to agents of the executive department by its boss" (source: https://books.google.se/books?id=wjSiei ... &q&f=false), this is possibly the best way to describe it.
