I don't know if this behaviour is accepted by the moderation but I find it unfair to say "we are against this bill but we still vote in favour because of our positions" like this:

I believe this player should be issued a warning because the purpose of the game is to be realistic rather than "winning at all costs"; it's not fair play.

While this behavior might be frowned upon by other players it is not explicitly against the rules.
