My brother wants to play Particracy but we use the same IP address and Computer and I know you cannot have more than 1 account so would it be all right for him to play Particracy as long as he is in a different nation or would it automatically ban him because he uses same computer and IP address.

Has Moderation taken care of you? If not, remind them, perhaps per in-game message to the Moderation account. There is a way for two players to use the same ip, or at least there used to be. Just don't do it before Moderation gives you the green light.
