Random Events

Random events are periodically generated in the in-game newspapers (eg. United States of Baltusia Daily). By convention, they are not considered necessarily binding, and I think most players (yourself included, it seems!) do not not even notice them.

In answer to your other question, I'm not aware of random events being able to kill off characters & remove them from office etc. through the game mechanics.

Uh I believe there are random events that do assassinate characters. Mostly heads of state.

Indeed, but players don't have to pay attention to them (and most of the time they don't even notice them!). My point is that these random assassinations don't (so far as I am aware) actually remove the character's name from the nation page.

I thought they did...I remember a few times where people were unhappy about this. Perhaps it was just an RP mechanic.
