Differences from current version:

* some tinkering with the ethnicities, most importantly merging the Cildanians and Hebileans into a Punic/Berber ethnic group;

* 15% decline in Hosianism and increase in Paganism and Irreligious

* separation between the APC and the new Selucian Aurorian Church formalized

* added the Apostolic Church of the Isles (taken from the generic "Other" Hosian)

This would update the cultural protocol of a culturally protected country. As per the Game Rules, there will now be a 48 hour period for players to offer comment on the proposal before it can be approved.

Having taken a look at this proposed update, I do not think it is one that Moderation could approve. The ethnic groups changes are not a major problem but the new "Shadari" should be explained somewhere even if it is only a sentence or two. New players are unlikely to be able to make sense of the current description ("Punic & Berber") in terms of naming and language.

The changes to the religious demographics seem far too large to be approved even given the role-play that has been produced in Selucia, especially given the previous cultural protocol update. In combination they would have reduced the Aurorian population from 40% to 5% in a matter of a couple of months and this is in the country that has been the game's historic centre of the religion for some time. Likewise the increase in the Pagan population is too steep in such a short period of time. With that said I do not think the addition of the ACI is a problem.

I would welcome input and feedback from other players (especially Selucian players obviously) but on the face of it I am inclined to say that any more than a couple of percentage points increase in Hosianism at the moment would be too much. Definitely open to hearing some defence of the changes though if you feel you have some supporting role-play that I may have missed.

* Minor tinkering with the other ethnicities;

* 5% decline in APC membership, on account of ongoing persecution and anti-APC measures taken by the government - also leading to a 5% decline in overall Hosian membership;

* Selucian Aurorian Church introduced as a distinct denomination (change from "Constitutionalists" in current version), due to its RPd schism from the APC and communion with the Union of Nordland;

* 6% increase in Pagan and 2% increase in Irreligious, to account for decades of government promotion of both; in particular, 5% increase in Hosio-Pagan, partly due to conversion of Empyrean Temple to a Hosio-Pagan temple;

* Apostolic Church of the Isles introduced as a distinct denomination, taking 4% from "Other";

* Yeudism introduced as a distinct religion, taking 1% from "Other";

Thanks for taking the feedback on board. Despite some reservations, this is approved with that caveat that we probably won't accept any cultural protocol updates that make substantive changes for a while given the relatively quick succession of the last two. Remember to post a clearly titled bill in the debate section with the new cultural protocol and link to the original bill as it was passed as well as this Moderation approval.
