I would like to invite public comment and Moderator approval for the revised Hobrazian cultural protocol.

Changes:

• Ethnicity: Reduced the Hobrazian (Georgian) population by 5% and introduced a Raktavani (Indian) minority of 5%. I believe this makes sense due to Hobrazia's geographical closeness to Malivia (a considerably more densely-populated nation) and the newly-introduced connection between Hobaism (fictional Hobrazian religion) and Geraja (Hinduism).
• Religion: Overhauled religions so that the Hobrazian Orthodox Church (Armenian Apostolic Church) is now the majority with 57% (up from 15%), Hobaism is now at 32% (down from 79%), and the Aurorian Patriarchal Church (Catholicism) is now at 6% (up from 1%). There is both IC and OOC justification for this. OOC, Hobaism is not very thoroughly fleshed out and the creator has not played this game in years. I do not believe it should be the majority religion in Hobrazia. IC, the Hobrazian Orthodox Church has been treated as Hobrazia's traditional religion and as a dominant force by several players (most recently myself).
• Language: Introduced Syldavian (Hungarian) as a secondary language spoken by many, if not most, Hobrazians. I have RP'd that the Hobrazian educational system teaches Syldavian language classes nationwide, and I believe that most Hobrazians would seek a second or third language as the two largest native languages - Hobrazian (Georgian) and Zargundian (Azerbaijani) - are not found elsewhere on Terra, making them unsuitable for international travel, business, and media consumption.

I think the cultural protocol update that @jellybean did is a good idea, as there have been many cultural changes in Hobrazia since the last time the protocol was updated. It also energizes the RP in the nation.

As the player in neighbouring Malivia, I am sympathetic to this proposal. The reduction in Hobaism is obviously very big, although in my view, this can be justified, on the grounds Hobaism has never really been fleshed out, and also Hobrazia has been through a period of Hosian dominance.

Summary: Relatively small changes to the compositions of varíous ethnic and religious groups. The Tokundians have been reduced sharply to reflect the effects if their mass emigration to Kundrati.

While Kirlawa may be 30% Luthorian, it seems pretty clear that any justification along these lines is going to be post facto.
