User spamming with laws and not engagin in RP

The user has done over 50 of these. I think it's a way to accumulate proposals since he keeps them there for over 10 in game years
I've asked him to at least name the laws, or engage in RP, but he ignored me and continues.
Is this allowed? I feel it is against the spirit of the game?
