Honorable KEDA members,
The KEDA command has investigated the strong and weak points of KEDA. In our report we conclude that KEDA's strength is slowly growing, with its members all showings its dedication to the succes of this supranational organisation by hosting trainings and increasing the importance of Defence by for example upping spending. The KEDA command encourages these developements. In the eyes of the KEDA command this increase in cooperation should grow even more. The KEDA command believes that they have found the perfect project to improve cooperation even further.
One of the main advantages of KEDA above other military alliances is that all its members are only bordered by eachother and the sea. However, after reviewing the equipment of the memberstates, we have concluded that only New Endralon has coastal defence systems, and those systems are heavily outdated. If all nations cooperated, we could create a strong coastal defence system.
The system the KEDA command proposed is a three layered system. The KEDA command has a long and a medium missile launcher and a short range coastal artillery system in mind.
The CDS-1 (Coastal Defence System) 130-mm self-propelled coastal defense artillery system is designed to engage surface ships and prevent over-the-beach landings of enemy forces.
It can also engage small-size fast moving naval targets, such as small landing ships, fast attack craft and air-cushioned vessels at a range of up to 20 km. It can also engage ground targets.
The CDS-2 is meant to provide cover to territorial waters, naval bases, other coastal facilities and infrastructure under favorable and adverse weather conditions in daytime and at night. The CDS-2 includes up to two mobile command control centers, up to four self-propelled launching vehicles carrying subsonic anti-ship missiles and up to four transport and refueling vehicles.
The system is capable of hitting targets located up to 120 kilometers (74.5 miles) away, launching a total of 32 missiles with a maximum interval of up to three seconds. It can be combat ready in less than 10 minutes.
The CDS-3 is meant to engage surface ships including carrier battle groups, convoys and landing craft amid counter fire and electronic warfare, as well as land-based targets. The system is equipped with a supersonic anti-ship cruise missile with a maximum range of 300 kilometers (more than 186 miles). The CDS-3 launcher is operated by a crew of five people, including commander, operator and driver. It has a short deployment time and can be combat ready in less than five minutes. The missiles could be launched with an interval of two to five seconds. The coastal defense missile system is capable of remaining on active standby for up to five days. It can be located up to 200 kilometers (more than 124 miles) from the coast.
The CDS-3 has to be combined with a over-the-horizon radar or a AWACS helicopter. The main mission of the AWACS-CDS is a long-range detection airborne and naval threats. This helicopter can track targets over much larger horizon than ship's or land based radars. All four landing gear units are retractable, making space for the movement of the surveillance radar's antenna, which is a large rectangular planar array that rests flat under the fuselage when inactive. The radar of the AWACS-CDS airborne early warning helicopter has a 360° coverage and can spot aircraft-size target from 150 km range. Surface ships should be spotted from 100 - 200 km range. The radar can track 30-40 targets simultaneously. The helicopter has a datalink to transfer the target tracking data to the command post. The AWACS-CDS is fitted with TPS and digital terrain mapping systems.
If the KEDA command receives positive responses we can talk about where the systems can be produced and how many every nation should get. WE can already inform the members that 17% of the parts for these systems have to be produced in Trigunia, as they have the neccesary equipment to manufacture these parts. The Confederation of New Endralon, Kizenia and Kuzaki has ofered the industrial area (owned by
Kizarm) in Syldavia to produce other parts.
