The Society for the Promotion of Education and Culture (SPEC) is an international organisation that aims to bring together organisations from across the globe that are dedicated to promoting intellectual and artistic pursuits of all forms. The primary role of SPEC is facilitate discussion and cooperation between organisations in different countries and with different specific focuses. The Society for the Promotion of Education and Culture was formed from the merger of International Association for Cooperation in Academia with the Art Institute in 4741.

At a ceremony in Sekowo today, the Society for the Promotion of Education and Culture (SPEC) was officially formed. The new organisation was created as the result of a merger between the International Association for Cooperation in Academia (IACA) and the Sekowo-based Art Institute. Both organisations were dedicated to encouraging collaboration in their respective areas of focus but a chance meeting between IACA secretary-general Moeen Hashmi and the Orinco-Sekowan artist Akhustal Xoc started the discussion about uniting the two pursuits. The newly formed SPEC will consist of various branches each with a particular focus, all working to facilitate international cooperation. Existing affiliate organisations will remain members while the expansion of scope will allow new members to join too.

Higher Education Framework: Yingdala dominates amid strong performance for southern hemisphere

The latest edition of the Society for the Promotion of Education and Culture's Higher Education Framework (HEF) makes for fine reading for a variety of southern hemisphere countries. Based on a combination of different measures including research output, international reputation, student diversity and global influence, the HEF assesses universities and colleges across the world and produces a "ranking system" for the top two hundred.

In the last edition published this morning, the top-placed institution was Yingdala's National University (also known as Tian'an National University). The country achieved a strong performance across the board, with three other institutions placing within the top twenty including another "KITE" institution- Kaizhou National University- in fifth place. Yingdala's global influence in education extends far beyond their borders, notably through the Yingdalan academies programme.

Yingdala's strong performance was echoed across the southern hemisphere too. With East Kayal University placing fourth and West Kayal University twelfth, Vascania achieved unprecedented recognition for a far eastern country in higher education, suggesting that the country's influence in the cultural sphere continues to grow. Likewise Jakania's Dokuz National University placing in eleventh represents a new height for the country.

After Yingdala, the country with the best performance was Vanuku, with two institutions within the top ten including the University of Wiel in second place. Despite a relatively weak performance for the country in general, the Jelbék Baofluz International Institute of Equestrian Studies achieved a respectable twentieth place and was among the best-performing "specialised" institutions.

Rounding out the top ten were two Hutorian universities, Luthori's University of Fort William and the Academy of Augusta in Cobura. For several countries the latest report enabled new recognition for institutions that have not traditionally competed in the global sphere. Vermillion University in Davostan and the Mizesz Lajos University in Endralon both placed within the top twenty and were among the quickest risers within the list.

Following a series of meetings between relevant stakeholders, the sport-related bodies currently associated with the Society for the Promotion of Education and Culture (SPEC) have elected to disassociate from the organisation in favour of creating a new body dedicated to organised sport at the international level. At the centre of the announcement is the International Football Federation (IFF), which has complained for some time of the inadequate arrangement with SPEC.

The newly created body will be known as the Global Association of Sports Organisations (GASO) and will have a broad remit. In addition to providing a framework for dialogue and cooperation between international sports bodies, it will promote sports at all levels across the globe as well as facilitating the organisation of international multi-sports games in the style of the highly successful Horizon Games.

Higher Education Framework: Vascania dominates but northern institutions flourishing

The latest edition of the Society for the Promotion of Education and Culture's Higher Education Framework (HEF) suggests that Vascania may be in the process of dislodging Yingdala as the global leader in the academic sphere. For the first time in many years, Yingdala can no longer claim to be home to the most top twenty HEF institutions.

Kamalata Imperial University's placement at number fifteen in the latest rankings means that Vascania now contains three top twenty institutions. East Kayal University claimed the top spot for the third year running while West Kayal University followed close behind in third. Yingdala's National University was once again ranked in second place, narrowly failing to regain its claim to the top spot while Kaizhou National University dropped one place to fifth.

Deltaria's Imperial Academy of Čachtice was the highest-placing institution in the western hemisphere- in fourth place. The overall picture suggests that certain countries are "fighting back" against the recent dominance of the southern hemisphere (especially Yingdala and Vascania) in higher education. Vermillion University in Davostan ranked in sixth place, an unprecedented high for a Davostani institution, while Trigunia's Rodshyadam State University and Dolgava's King Heinrich University both broke the top fifteen for the first time.

Other notable placements include the University of Endralon in fourteenth place. For many years it has trailed behind other universities in the country, particularly the Mizesz Lajos University but it can now claim to be one of the continent's top three. Representing the long history of highly specialised institutions was the Yrasema Zoological Institute of Liore in nineteenth place- a record for any university in Liore. At the bottom of the top twenty was the University of Galemia in Kundrati, still an impressive performance for the institution.
