The ACU would like to propose a modification to the PAC's method of determining party seat share. The current system does not seem to quite match the representation that each party's domestic corollaries enjoy in their respective national legislatures. We propose the following method for tabulating seat shares:
1. Take each nation's population.
2. Calculate the percentage share of seats each domestic party has in its national legislature.
3. Multiply (1) and (2) to produce the population represented by each national party.
4. Sum all represented populations from step (3).
5. Divide each party's represented population (3) by the sum of all represented populations (4).
6. Multiply the resulting share (5) by the number of seats in PAC, 635. Round each party's seat share to the nearest integer. If the sum does not equal 635, round down the number closest to its floor or round up the number closest to its ceiling.
7. For ACON parties that represent multiple national parties, combine the results of (6).
