Barmenian investigations are still ongoing, however we would like to discuss one finding that, we feel, is particularly telling of how democracy operates in Lodamon. Through random sampling of voters throughout the five Republics, it is clear that the vast majority- we hope to have a more exact estimate in the near future- are not only unaware of opposition parties policies, but are unaware of any opposition parties policies since the Liberal Party's dominance of Parliament began.

While we do not wish to rush to a conclusion as to why this is at present, we do believe that there are only a limited number of explanations for this, one of the most straightforward being that the Liberal Party is involved in a deliberate and systematic effort to keep opposition views from public knowledge.

OOC: Now, this is entirely contradictory and requires discussion under the Moderation Thread. You can't just rig elections and go for perpetual earlies according to game mechanics and still represent a finest pillar of democracy.

Well, if you are going to assume the "limited explanations" for yourself, what's the need for our Government to explain anything? Perhaps, you can think of another alternatives. Could it be that the opposition parties are not trying hard enough? Could it be that they don't have capable enough people to campaign for them? Could it be that their policies are failed policies and the Liberal Party provides the most stability to the country?

Can you answer those questions before reaching a conclusion?

We ask that Mr Kynes read our words more carefully. All data naturally limits what conclusions can be drawn. If it did not, there would be no reason to collect data in the first place.

As we have stated, we are not drawing any definite conclusions until we are at a later stage in our investigation, however to answer your questions: the first two could plausibly explain a lack of voter knowledge of opposition party policies, though they may fail to stand up to closer scrutiny based on common sense. The third could not- it does not appear to be the case that voters reject opposition parties because they dislike their policies; it is simply that the majority have no idea what the opposition wants to do in the first place.

Kafuristan would like to inquire as to when precisely Mr. Kynes was appointed to this committee. Otherwise, we humbly suggest that he be permitted to speak only when called upon by the committee in future.

That is the same question I ask to the gentleman from Kafuristan. As far as I know, Kafuristan should be investigating Hobrazia not Lodamun. And for future reference, we will answer questions when someone asks them.

OOC: You'll notice my post was deliberately phrased as a dispatch to the DIC, rather than an interruption of their discussion. You are of course welcome to answer their questions, but I couldn't see very many being directed at you.

Initial Report to DIC regarding Lodamun Political System by DIC Pontesi Team

To the DIC, the Security Council of the UNT, and the General Assembly of the UNT,

Pontesi have conducted an investigation into Lodamun including an inspection of latest election, examine the public archive of Lodamun Parliament, and interview of witness in Lodamun. We have come to a follow conclusion.

After examine the archive of the Parliament, we had concluded that Lodamun had conducted 29 elections from March 2734 to June 2756 which resulted in a ratio of less then 1 election per year. The length of a legislative and executive term according to the constitution is 6 years which contributed to our assumption that there is a severe problem in legislative system of Lodamun which resulted from this abused of election system by the executive. This leads to limited time for opponent politcal parties to express their view to the population, raising money for the campaign, and finding a candidates for the parliamentary election. All of this resulting in our conclusion that only a handful of peoples is even aware that there are another political parties besides the two parties in the cabinet which is then confirmed from out interview with 45 out of 50 interviewed can't name any other political parties besides the Free Peoples Leftist Party and The Liberal Party.

The parliamentary system had also been oppressed by a limitation of number of proposals that a party can introduce per year which is only one proposal and limited time to convene before the parliament is dissolved. This resulted in difficulty for new political party to express their view to the parliament and contributed to the consolidation of power by the Liberal Party in which their politcal view had already been established to the peoples before this shift is the system. We also concluded from an interview with several citizens in Lodamun that some of the government officials does not have political independence and acted in favour of the Liberal Party during the election and that the Liberal Party promised money for improvement plan only for the Republic that vote for their party.

While all of this oppression aganist democracy is a disappointment to our investigation team, we found no evidence of rape or torture by military and police personel that Voranan team had claimed. We also applauded the Republic's human right stand in all other issues beside of freedom of press and political parties and the economic development of the country.

Our conclusion is that Lodamun is a failed-democracy state and that UNTSC should suggested several change to the constitution which will allow greater political competition to Lodamun, requested that the government of Lodamun allows greater time for poltical parties to express their view and that the UNTSC be allowed to organized an observer team for the next election to ensure a free and fair election.
