Imagine the next ATR/IML war; the world will be confused, and they're likely to ditch the Phoenix Alliance to prioritize their other alliance loyalities.

If another IML/ATR war starts, some nations will withdraw from the treaty.

according to the introductory paragraph... the alliance will work in concensus... all member states shall first agree to a common decision before performing an action....... so if one country do not want to engage in a war against another country we will not engage in war......... its all about the treaty............ read the treaty please.........
