The ballots have now been counted. Therefore, it is possible for the General Secretariat to announce the winners of the first Executive Council elections.

We congratulate William T. Riker from the Vorona Independence Party of Vorona on his election as the first elected President of the Congress for Liberty.

We also congratulate our new Councillors:
Dr. Jennifer Howard from the Grand National Party of Dranland
Wyatt Walker from the New Democratic Party of Zardugal
Cornelius Royaliwith from the Imperial National Party of Keymon

They will begin their terms in December, 3331.

It is appropriate to explain the vote counting system that will be used. The first preference, or primary, votes for each of the candidates will be counted. The candidate with the lowest number of primary votes will be eliminated, and the highest remaining preferences of the voters who voted for them will be distributed. This process will continue until a candidate is declared the winner.

As the election for Councillor will elect three candidates, the top three candidates will be declared winners.

In the event that multiple candidates have the same number of votes, the candidate with the lower number of primary votes will be elimnated; if the number of primary votes is also the same, the eliminated candidate will be picked randomnly by a computer.

DUCE proposes candidate for Councillor

The Deltarian Union for Conservative Economy wishes to field the honourable Abram Andrei as a candidate for Councillor on the Congress for Liberty Executive Council. M. Andrei has is a citizen of the Federal Republic of Deltaria, and has a Ph.D in political science. He has written numerous books including the best selling "Staying Down", an analysis of the welfare system which led to massive reforms in the Federal Republic of Deltaria and has had an effect on public policy thinking in the whole of Terra. M. Andrei is a strong believer in personal and collective liberty, and thus has strong interest and shared values with the CfL.

As for his goals for the CfL, he has stated that one of his main ambitions as Councillor would be to massively increase the active membership of the organization:

The lifeblood of any institution is people that are in it. If the people become apathetic than the institution becomes inactive. If the people are absent, the institution is gone. As a Councillor I and my party would assiduously appoint new members to the organization, and help keep those members active in the organization. The next step would be to keep these members and the whole organization focused on bringing liberty to the world and not being caught up in other petty ideological struggles. would also try to work together with the IML and ATR jointly to bring liberty to Terra and spread awareness of the organization.

In terms of a threat to the freedom of the world I would immediately point out the 'People's Socialist Labour Party' of Ikradon. While it is true that a nation should have the liberty to elect a party that is totalitarian, we believe that according to the preferences of the people this party is not elected because of their policies on liberty. It may also be the case that the party is using election fraud. Thus it is my opinion that this party is a threat to the freedom of the world,and would institute other oppressive regimes in countries that would not be amicable towards the party. An example of this is in its bellicose threats towards Zardugal, where if it had its way it would institute another oppressive regime. This party is extremely restrictive, putting it place numerous totalitarian policies such as the series of 'Worker's State Progression Bills', 'The Worker's State Authority Bill' or the 'Homosexuality Ban Bill'.

My ultimate goal to prevent these types of parties from preventing liberty is through the use of soft power rather than through blatantly overt or seditious methods. We should attract and co-opt entities into advocating freedom, preferably avoiding outright conflict or coercion. I as Chancellor will advocate these methods to achieve our goals and only as a last resort use threats. I hope that the fellow members of the CfL will see that this is the best way to promote liberty: through example and demonstration over force, as using force is to institute liberty against one's will is the very opposite of the liberty we wish to create. To maintain a vigilant watch on entities violating basic human freedoms we must maintain a strong and very active organ dedicated to this watch.

M. Andrei knows that as a Councillor he would be able to drastically better the CfL and Terra as a whole. He hopes that the rest of the CfL will see the truth in this and elect him Councillor.

Our candidate will be Dr. Jennifer Howard, former Chairwoman of the Grand National Party and Prime Minister of Dranland 3314-3318. Mrs. Howard has replied to the mentioned questions as follows:

1.) "The CfL's highest aim must be, on the one hand, to support movements and individuals striving for freedom in authoritarian regimes. On the other hand, we must work to raise awareness towards any kind of repression within the international community and build a strong coalition in favor of democracy and liberty capable of providing a strong opposition to dictators throughout the world."

2.) "While the majority of nations is already pursuing the path towards democracy, we must acknowledge the fact that this may change at every time, as soon as the numerous parties aiming to establish a repressive regime get hold of power. It is therefore important to point out that we must work towards the isolation of these parties by consequently excluding them from government coalitions and any political influence."

3.) "The CfL must not hesitate to take measures of political intervention in order to topple authoritarian regimes. This can range from diplomatic and economic sanctions to, albeit only in extreme situations, joint military intervention for humanitarian causes."

The SCI Libertarian-Socialist Syndicate would prefer to refrain from hierarchical structures. We feel that the Congress for Liberty should be an organization devoted to consensus-style decision-making with a single vote per national party, every vote being equal. (We would not oppose a single member being in charge of the order of affairs/running of the convention.)

Indeed, we ratified the current constitution knowing that the executive council was a part of it, but we felt that the discussion of structure should have come after the cementing of our international partnership.

As General Secretary, I would like to address the concerns of the SCI Libertarian-Socialist Syndicate. The Constitution clearly states that the Executive Council is subordinate to the General Convention. For example, the General Convention can veto the decisions of the Executive Council, while the Council's role is largely to appoint the officers of the Congress (again, appointments are subject to the General Convention's approval) and to carry out the directives of the General Convention. The reason for its existence is simply the impracticality of calling a General Convention and a vote whenever the Congress is confronted with even a minor issue.

I as the General Secretary of the CfL would like to post a submission for the upcoming elections. This submission was sent by the Grand National Party of Dranland:

The Imperial National Party of Keymon shall appoint our Chairman Cornelius Royaliwith as the candidate for a position of the executive council. Cornelius Royaliwith has studied history and law in Keymon. He has been a huge influence on our party’s views and changes over the past years. Chairman Royaliwith has leaded the party for over 20 years for democratic values with moderation of authoritarian style leadership.

His goals for the CFL, is to unite all democratic nations under this new organization and completely replace and reorganize the value of democracy from the ATR. He wants the CFL to become a dominant influence on Terra but allowing it to have a strong leadership and central committee, while maintaining and protecting the sovereign rights of all democratic nations.

The main threat to freedom in Terra is the continuing expansion of the ATR and its goals of subjecting all nations to its rule. We must not let the radicals transform the CFl like they did in the ATR. We believe that we should counter the ATR and completely disband it after formalizing plans to let nations of freedom and democracy to join this organization of unity, individuality and strength.

To counter the ATR we must organize and rapidly expand this organization. After we radically expand we can order the ATR to disband in the name of democracy. Through that we can end the division and threats of full centralization and imperialism that the ATR has displayed in most recent years.

As a member of the Council Cornelius Royaliwih hopes to bring his ideas out in a fashion that can be debated and discussed to further the CFL into becoming a strong organization for the expansion and peace throughout terra for sovereign democratic values.
