First order of business, as proposed by Yukio-Labsburg Borussia (representing her nephew, the Emperor Jofārī), is the Lourenne Crisis.

The Ishinawa Conference has failed, and we believe that there is now a risk of a Western power invading a Dovani nation for "humanitarian" reasons. As we all know, Lourenne has no or little conventional military forces, and as such is incapable of defending itself. Such Liberal Interventionism must be opposed, unconditionally, regardless of the problematic nature of the government of Lourenne, which is nevertheless as sovereign member of our continental community. Our Union exists to uphold the mantra of "Dovani for the Dovanians", even those who are not of Gao-Showa heritage. While we are powerful, we must remember that our continent includes many unfortunate Third World nations, not just Lourenne, whose internal political problems will provide ample excuse for the Western Liberal Interventionists to take control of the natural resources of the Dovani continent, denied them by decolonisation.
We must, therefore, act to protect the weaker nations of our continental community. This must come before, but not cancel out, our concerns over Lourenne's racial tensions.
We in Mikuni-Harustoria propose that the Union as a whole should offer the Lourennese government protection, in the form of permanent military bases, in return for guarantees that the indigenous peoples not be maltreated under white rule (we believe "Separate but Equal" will be a amiable goal that all can agree on for now) and that the current process of political reforms and power sharing continue. Our garrisons, and all those of who have citizenship of Mikokuzin Union states or are of Gao-Showan race, will enjoy total judicial extraterritoriality and therefore freedom from any violation of their liberties and dignity that might otherwise occur as a result of the Lourennese race laws. Furthermore, any Lourennese who harms Gao-Showans or Union citizens will be tired in special Mikokuzin Union courts, run and maintained by the Imperial Civil Service, operating on Lournenese soil.
We will also seek to improve standards of living in Lorenne, and aid in its development, via substantial Aid payments made yearly.
Surely, with our combined military power, no one will dare attack Lourenne, and if they do, we will soundly defeat them. We believe that Lourenne would be far better off under our protection and guidance.
If any other members, including of course the Presidency, wish to make amendments or have any objections to this proposal, we will be glad to discuss such before putting it to vote.
