The Director of ODEN Kalistan, Georgia Tass met with leaders of the Kalistani Growers Union last week to ask them to shift production to more natural drugs, which can be produced without processing. The talks this week were positive, and the Growers' union pledged to double production of natural substances like Marijuana, Mushrooms, Coca and opium, as well as precursors like Ergot and Cabrera, which is used to make DMT. Peyote will not be increased, due to the limited environmental conditions which it grows, primarily in the dry mountains slopes in western Suldanor.

"We have an opportunity to sell to countries that allow natural drugs. This will be a boon for growers in Kalistan and ODEN International, as countries slowly conform their National Drug Policies with ODEN preferences."

Tass said that ODEN-Kalistan will propose a permanent price reduction for natural occurring drugs to non-ODEN nations which have legalized natural Drugs. "There are a lot of countries that would see ODEN, maybe not as a good fit for their own country, but more as a wholesale supplier for local Government sales. One example of this seems to be Vanuku, who will soon legalize naturally occurring Drugs, and apparently wishes to set the Government up as a regulator of drug sales in the country. The Government would apparently need a regular source of drugs, and this could be a real opportunity for ODEN countries to supply the markets in parts of the world without an ODEN presence."

There is no doubt that a deal to supply the Vanukean with ODEN drugs would signal an improvement in relations between all ODEN countries and Vanuku. "Well, I'm sure," Tass said, "that it will have an effect on Relations between Kalistan and Vanuku. It's not why we are interested, however. Having a national supplier on the ODEN Client list is a massive coup for ODEN: It allows us to form guaranteed contracts with sovereign entities, which mean long term stability in distribution and prices, and this serves the mission of ODEN in a way that having to sell to individual or private distributors cannot offer."

Tass noted that Sekowo and Telamon have both completed their Drug surveys, and is happy for the additions of different sorts of medicines and recreational drugs. "We have methamphetamine now, as well as a number of medicinal herbs which offer therapeutic relief from Sekowo. Telamon is getting their industries off the ground, and their increasing contributions and specializations over the years will also allow Kalistan to consider specialization too, so that we are not competing. And we will soon welcome Keymon to the Cartel, giving ODEN a window on Majatra and Artania. The Cartel is well situated to begin supplying Majatran demand, and as far as ODEN-Kalistan is concerned, we welcome partnerships with governments so we don't have to associate with large Black Market actors, like we must when selling heroin and cocaine to Lourenne."

ODEN-Kalistan plans to seek input on pricing at the next regular meeting of the Cartel in early 4431. Tass reports that ODEN nations earned more than 130 B Rubles from sales to Lourenne under the Embargo as drug demand has not decreased, but supply being choked off as it was by Government policy, has caused the price to spike to the Lourenne Market. "This money has been split three ways among all ODEN nations as per our agreement, which is a nice chunk of change for our economies. Though we lowered wholesale prices by 75%, we have noticed that most of ODEN's product is selling to Lourennaise distributors in Kalistan at something more like 15-17% lower than world market prices due specifically to the inflation caused prohibition. We can afford to offset prices elsewhere due simply to the volume we are selling their black market distributors."

Friends and fellow Cartel Members,
I rise to address the Cartel today.

I would like to discuss the Pricing Structure of our Cartel products.

Currently, Kalistani Prices have been setting the standard for the World in terms of wholesale pricing. We tend to sell drugs by large lots, as we have focused mostly on the wholesale market. We have offered Lourennaise purchasers a substantial discount in response to their punitive prohibition, which is aimed at ODEN, specifically. But of course, this has come from a common pool, to which all members states are entitled shares.

A number of new types of drugs have come onto the market as a result of Sekowo and Telamon joining. Consequently, I would suggest that we develop a pricing structure which reflects, 1) Priorities toward more naturally occurring Drugs and precursors, 2) making our products attractive to larger distributors and 3) allowing for specialization among states. While we are not allowed to compete with one another in our respective countries, I would say, in the interest of efficiency, we consider opportunity costs in our national production. As profits are shared alike, until such a time that we would like to amend this practice, it makes even more sense to specialize, while leaving some commodities common, due to overwhelming demand.

We will publish an executive summary of the Drug reports thus far, and an proposed pricing list for us to consider and amend in my next report.

ODEN-Kalistan Chief Georgia Tass retired from her long time job as Director of ODEN-Kalistan at the end of May. Tass began her tenure at the Kalistani subsidiary branch of ODEN in 4421, and her first mission was Lourenne, in an attempt to negotiate an opportunity for Lourenne to host the GanJam. A trade war, a dramatic extension of ODEN, and several steps deemed controversial by foreign governments, and now Tass has decided to retire.

She will be replaced by Anantonese chemist and Superion Pharma representative Jack Talliafero-Bennots. The 45 year old Talliaferro has set as his agenda further expansion of ODEN, as well a legitimizing of ODEN in the world. "We totally welcome the developments of a new, non addictive cocaine substitute in Telamon, first of all. Enercaine represents a great advancement in the recreational drug field, and also provides a great opportunity for pain medication advances. The possibilities are endless."

Talliaferro signaled a new direction for ODEN. "Look: I'm on the same page as Tass. The policy of ODEN in Kalistan is the same regardless of who is in charge. But I think new blood in ODEN and new ideas will also help ODEN continue to grow. I mean: I'm a pharmaceuticals guy. I know pills. I know therapy and I know about addiction. I'm not going to go out and promote drug addiction. I don't think my predecessor did either. But she is unfortunately associated with some policy decisions that even some of our friends don't like, and so I'm going to bring a new perspective on this."

Talliaferro declared an end to preferential pricing from ODEN-Kalistan stocks to Lourenne smugglers. "No: there's no reason why our producers, and the whole Cartel for that matter, needs to take a hit to try to hurt Lourenne. We should be trying to make friends with them. There is a market for ODEN products that even Lourenne can import without needing to flood their country with stuff that they declared illegal. We have plenty of pharmaceuticals that have therapeutic purposes which are not recreational drugs, and I think many of my predecessors focused on the recreational side, and not so much on the fact that therapeutic drugs are made by ODEN which can actually also help people."

Talliaferro stated that ODEN countries have been shut completely out of many places in the world, and it should not be this way. "When they [countries like Louernne] completely cut out ODEN, it not only hurts Kalistan, but all ODEN members. And several of them have at least some focus in medicine. We note that Vanuku expressly told us that they did not want drugs which they saw as deleterious to human health and well being. This is fine. Let's have ODEN export drugs that countries around the world want. They don't have to take everything: why not just focus on the things they want? ODEN is in an excellent position to supply most of the world's pharmaceutical demands as well, and we invite pharmaceutical producing countries to consider joining ODEN because cooperation is better in many ways than competition."

Talliaferro had a message for those countries who had completely blocked ODEN. "Look: the best way to control drug imports from ODEN is to join ODEN. We, as member states, are forbidden from competing with your own local industries. If you want to keep out ODEN products, join us and set drug policy with ODEN at your side, rather than behind your back. There are 20 nations that are eligible to join. Let's work together."

Talliaferro's rise signals a potential shift in direction for the Cartel, and it is hoped that these first steps represent a new coordinated effort to legitimize the Cartel abroad. Talliaferro stated that he hopes to consult with ODEN Nations soon to develop a new export strategy for the Cartel. Talliaferro's first act of ending the dumping policy toward Lourenne was followed by the policy of ODEN purchasing the therapeutic pharmaceutical stocks of several major companies in Kalistan, including Talliaferro's previous employer, Supereon Pharma, in Eshar. "There is no conflict of interest. I'm fully divested, and do not stand to gain materially from these purchases. And besides: We've bought everyone out, not just Supereon." Talliaferro expects to complete a new Drug Survey for Kalistan by the end of the year.
