The Secretariat of the GA-URSR released the Following Statement;

We wish to alert the General Assembly of the current situation in Mikuni-Hustria. The Fascist government, whIch only recently eliminated representative democracy within their nation by creating a racially segregated political system, are now cracking down upon Socialist and Communist supporters within Mikuni-Hustria. We send our solidarity to the people of Mikuni-Hustria.

The situation in Beiteynu is becoming dire, the ruling party has just proposed a bill outlawing any association with the URSR. The Committee of the RWPB now faces the decision of whether to withdraw our membership or go underground for the time being. We have also received a notice that we have six months to dissolve the armed wing of our party. The executive committee of the RWPB is considering a motion that would instead make the Revolutionary Militia our armed wing officially, and begin a recruitment drive to prepare for a potential civil war. Attached is a report by our Military Commissar, Yussel Feinstein on the current status of our military preparedness. The Party Chair requests that the General Assembly begin considering sending military assistance to the RWPB.

CONCLUSION

The Secretariat of the General Assembly of the URSR made the following statement;

The Secretariat will carry out a vote in order to determine whether the voting stage of Amendment 2 of the Constitution of the URSR is over.


The Secretariat of the General Assembly of the URSR Approves 8-2

Secretariat;
The Secretariat approves hence the vote is over. It has been determined, due to the general support the Amendment has received in debates aswell as the lack of NAY votes, that Amendment 2 of the Constitution of the URSR did not cause a division in the GA-URSR and hence the vote is over. Amendment 2 has therefore passed, and becomes URSR law.
Amendment 2: Rules Concerning The Secretariat
1. At the end of each Congress of the GA-URSR, the members of the GA-URSR elect a party to be the Chair of the Assembly in the next Congress.

2. The Chair selects a Secretariat of the GA-URSR which consists of a council of 10 officials.

3. The Secretariat maintains decorum and helps in consensus building and voting within the Assembly, while also carrying out other tasks, such as alerting the Assembly of news or events which will effect debate and maintaining the minutes and records of past debates and proposals.

4. In such a situation that the Assembly holds the Secretariat in contempt, any party may initiate without the need for Secretariat consent a vote of no confidence which if passed will result in the removal of the Secretariat and the election of a new Chair.

Although we concede that revolutionary activity in Beitenyu is now inevitable; a full frontal assault by the URSR would be undoubtedly suicidal. We would be facing 4 nations, 2 regional powers and 2 middle powers; excluding the number of nations which will join them when the war begins. Our side currently does not have the military capacity for that sort of campaign. Hence we are doubtful if the URSR should commit fully to this conflict. It is imperative that if the RWPB commences a revolution that we support them, but the PCI is not willing to risk the destruction of the URSR to fascist forces.

I have for the past 5 years been living in exile amongst my supporters, the Istalian Communist Party. Today I have returned to Badara for the first time and will not leave these fair Islands until the Communist Party Of The Revolutionary Union is returned to power in Badara, and the Coalition terrorists which dispelled us in 4254 have been brought to justice for their crimes. We do not seek the URSR's direct support, we shall find that among our people, among the workers of this fair land, who have toiled and sweated under the oppression of the Capitalist system for 5 years too long. It is time for revolution.

We have decided to organise a conference with the world congress in order to see if a peaceful solution can be found and a whether a compromise can be reached. All are welcome to propose talking points and suggestions here. Although we doubt the negotiations will be successful we wish to solve this problem in a way which saves lives and which maintains the URSR.

The Appointed Representative of the RWPB would request that the Secretariat clarify this statement in regards to which conflict it applies to.

The Secretariat Of The GA-URSR;

The Beitenyu and Badaran conflict. Ultimately all the conflicts are linked, as Beitenyu, Badara, Mikuni-Hustria, Saridan and Cildania are all effectively allies against us. In the case of a declaration of war it is expected that all these nations would declare war on the URSR, with Mikuni-Hustria invading Lourenne and Beitenyu, Badara, Saridan and Cildania fighting the Revolutionary Forces in their countries aswell as in Jelbania.
