The Secretariat of the General Assembly Of The Union Of Revolutionary Socialist Republics at the General Assembly Of the World Congress:

The GA-URSR considers it telling that upon the fall of the democratically elected Badaran Government at the hands of an obviously reactionary, foreign and terroristic paramilitary, the World Congress is content to fall in bed with the new regime the first chance it gets. Have you no sense of hypocrisy, to sit in this Assembly declaring love for peace and democracy while at the same time failing the democratic and peaceful government of Badara and siding with an organisation which not only attacked the World Congress Offices in Istalia, bombed a Security Council member's Embassy in Badara, slaughtered the staff of the Badaran News Channel Offices and massacred humanitarian aids workers but also murdered the General Secretary in a car bombing? Have you no shame? You failed the people of Badara, you prevented the URSR from intervening in the conflict but did nothing to stop the war yourselves. You didn't even succeed in preventing Beitenyu carrying out bombing raids and intercepting Badaran jets, let alone stop their flow of arms or expel their special forces troops from training Coalition fighters. Yes, eventually you caught up with them after finally realizing maybe there is more to this conflict than a humanitarian aids worker conspiracy and that possibly several anti-SC nations may be carrying out a proxy war to establish a puppet state within bomber range of Istalia, but it was too little too late to be honest. Don't expect the URSR to rely on the WC again. We're truly surprised this shambles of an organisation wasn't written off decades ago.

The Secretariat of the General Assembly of the URSR gave the following statement;

The Government of Kafuristan has withdrawn from the Treaty On The Forming Of The URSR. Kafuristan is hence now regarded as a Non Member State of the Union of Revolutionary Socialist Republics.

We request the Secretariat that we may propose an amendment to the Contitution Of The URSR.

We thank the Secretariat for their approval. Now it has come to our attention that the Secretariat's role, aswell as how it is elected, have so far not truly been included in the Constitution, with the first Secretariat elected by al-Aitihad. We therefore propose this ammendment in the Assembly.

Amendment 2: Rules Concerning The Secretariat
1. At the end of each Congress of the GA-URSR, the members of the GA-URSR elect a party to be the Chair of the Assembly in the next Congress.

2. The Chair selects a Secretariat of the GA-URSR which consists of a council of 10 officials.

3. The Secretariat maintains decorum and helps in consensus building and voting within the Assembly, while also carrying out other tasks, such as alerting the Assembly of news or events which will effect debate and maintaining the minutes and records of past debates and proposals.

4. In such a situation that the Assembly holds the Secretariat in contempt, any party may initiate without the need for Secretariat consent a vote of no confidence which if passed will result in the removal of the Secretariat and the election of a new Chair.
