Abdul Amari, Delegate Leader Of The Republic, Revolutionary Federated Socialist Republic Of Badara, have the following statement;

The Communist Party Of The Revolutionary Union, al-Aitihad, has finished the final draft of the new constitution of the Badaran RFSR with the support of the Revolutionary Delegate Assembly. We present the Constitution to you now for evaluation;
CONSTITUTION OF THE REVOLUTIONARY FEDERATED SOCIALIST REPUBLIC OF BADARA (4263)

Preamble
The Badaran people, for decades suffering under the might of Capital, enslaved and subjugated by its flow, have now henceforth broken free of their shackles through their own determination and might. They have built a new society for themselves, to the shock and wonder of of all the peoples of Terra. They have struck down the Capitalists and their State, and have replaced it with their own. They have created Socialism, and they strive for Communism. Their power is undeniable, as is their wisdom and courage. The New Society they have built will last a thousand years and more. This document is a monument to their triumph.


Chapter One - The Rights Of The People
1. The Revolutionary Federated Socialist Republic Of Badara is a Socialist State, controlled by and operated in the interest of the Working Classes against the Capitalist Class. Hence;

a. All privately controlled Capital is contraband. Anyone found in possession of unauthorised Capital is to be arrested and the Capital returned to the Federation of Delegate Assemblies' Vaults.

b. All Capitalist parties and forces are to be suppressed by the state, in order to prevent counter revolutionary activity and a return to Capitalism.

c. All workers are to be given remuneration equal to the value of the work they put in, hence ending the exploitation of man by man. This is to be achieved via labour vouchers.

d. The State is to be organised and controlled by the whole mass of the Working Classes via democracy, consensus and delegation.

2. The Revolutionary Federated Socialist Republic Of Badara guarantees the following Rights to all its citizens;

a. The Right to peacefully assemble.

b. The Right to freedom of thought and expression; unless such expression incites violence against the Working Class.

c. The Right to a fair trial.

d. The Right not to be tortured of mistreated by government forces.

e. The Right to bear arms.

f. The Right for everyone, bar criminals, to participate in politics, as a delegate and as an elector.

g. The Right not to be a chattel slave or a wage slave.

h. The Right to the essentials in life; water, food, shelter and medical treatment.

i. The Right to employment. In the words of Leonid, 'He who does not work, shall not eat'.


Chapter Two - Government Of The Revolutionary Federated Socialist Republic Of Badara

3. The Legislative Body of the Revolutionary Federated Socialist Republic Of Badara is the Federation Of Delegate Assemblies (FDA).


4. The FDA consists of two institutions, the Political Federation Of Assemblies (PFA) and the Economic Federation Of Assemblies (EFA).

5. The PFA is made up of the following governing bodies;

a. Community Assemblies (CA) consisting of all members of a community; the maximum number of members being 300.

b.
Munincipal Delegate Assemblies (MDA) consisting of delegates elected by the Community Assemblies under them, the maximum number of delegates being 300.

c. Commune Delegate Assemblies (CDA) consisting of delegates elected by the Municipal Delegate Assemblies, the maximum number of delegates being 300.

d. The Revolutionary Delegate Assembly (RDA), consisting of delegates elected by the Commune Delegate Assemblies, varies depending on size of population.

6. The Political Federation Of Assemblies (PFA) determines social and political policy within their specific areas.


7. The EFA is made up of the following governing bodies;

a. Democratic Workers Councils (DWC) consisting of all members of a business; the maximum number of members being 300.

b. Munincipal Syndicate Assemblies (MSA) consisting of delegates elected by the Democratic Workers Councils under them, the maximum number of delegates being 300.

c. Commune Syndicate Assemblies (CSA) consisting of delegates elected by the Municipal Syndicate Assemblies, the maximum number of delegates being 300.

d. The Revolutionary Delegate Assembly (RDA), consisting of delegates elected by the Commune Syndicate Assemblies, varies depending on size of population.

8. The Economic Federation Of Assemblies (EFA) determines economic policy within their specific areas.


9. The Revolutionary Delegate Assembly determines overarching economic, social and political policy within the Revolutionary Federated Socialist Republic Of Badara; while micromanagement is carried out by the various Delegate Assemblies under them.

10. The Delegate Leader Of The Republic is the chair of the RDA, and is elected by universal popular vote from the existing Delegates in the RDA.

11. Each Delegate Assembly elects a Delegate to represent them in the Assembly above them in the hierarchy.

12. A Delegate is defined as an elected Representative which;

a. Is mandated to represent their elector's interests in the Assembly or Council which they participate in.

b. Can be recalled at any point through a vote of no confidence and then be replaced by a new Delegate.

c. The Vote Of No Confidence requires an initial backing from a tenth of the Delegate's electorate to begin, with over half the vote required for a recall.

13. The percentage required for a bill to pass or be repealed has to be determined in the wording of the bill in question, and cannot be less than half the electorate.

14. The RDA can call for the creation of Delegate Councils (DC) on specific topics to aid in their decision making. The Delegates are elected to their posts by Delegate Councils on each level of the hierarchy; Communal/Business, Municipal, Regional and National.


15. The Delegate Councils collectively form the Assembly Of Delegate Councils (ADC) which acts as the Executive organ of the state.


Chapter Three - On Amendments

16. Upon the signing of this Constitution into law a total of two thirds of the vote is required for any amendment to the Constitution to become legally binding.
