TREATY ON THE FORMING OF THE UNION OF REVOLUTIONARY SOCIALIST REPUBLICS
PREAMBLE:
The Workers of Terra are restless. Their exploitation by the present economic system is becoming ever visible and increasingly worse. The divisions of society; the differences between the oppressors and the oppressed; the exploiters and the exploited; are becoming increasingly greater and more damaging. As the boom and bust cycle of Capitalism continues, and as the Imperialism of Capitalist States and Corporations continues to trap millions in abject slavery and servitude, many people are seeking a solution, a true solution, to the systemic problems of Capital.
Socialism is that solution. Revolution is the only alternative. The workers must seize the Economy from their exploiters and seize the State from their oppressors; as the Capitalists did before them; and the Aristocracy before them.
Hence it is time for the Workers Of Terra to Unite, and together, change the course of history.
NOTING: The lack of a united International Organisation Of Socialist and Communist Nations and Forces on Terra.
FURTHER NOTING: The present failure of the Majatran Revolutionary Socialist Federation to provide a strong force for International Socialist and Communist Revolutionary Action.
CONCLUDING: That the Majatran Revolutionary Socialist Federation's main flaw is its lack of international scope or membership, aswell as it's acceptance of non Socialist nations which have undermined its ability to present a strong front against Fascist and Capitalist Counter-Revolutionary forces.
FURTHER CONCLUDING: That the creation of an International Organisation Of Socialist and Communist Nations and Forces on Terra is required to spread the Socialist Revolution to the whole of Terra.
HENCE: The Signatories Of This Treaty seek to form an International Organisation Of Socialist and Communist Nations and Forces on Terra, based on the current Majatran Revolutionary Socialist Federation, but organised and federated on an International scale.
CONSTITUTION OF THE UNION OF REVOLUTIONARY SOCIALIST REPUBLICS
Article 1: The International Organisation Of Socialist and Communist Nations shall be known internationally as the Union Of Revolutionary Socialist Republics, henceforth regarded as the URSR.
Article 2: The URSR has its own Flag, Emblem and Anthem; that Anthem being 'The Internationale'.
Article 3: The URSR is a sovereign organisation under international law, with the jurisdiction to do the following:
-Represent the URSR in international affairs.
-Declare War.
-Negotiate Peace.
-Organise admissions to the URSR.
-Sign and propose international treaties.
-Establish uniform labor laws;
-Establish a system of weights and measures.
-Enforce the following Proposals in all the member nations of the URSR:
1. The ratifiers acknowledge that with respect to:
Government policy on Democratic Workers' Councils.
The policy of their national government and law should be:
The government requires most industries to be fully run by Democratic Workers' Councils.

The government requires all businesses to be run by Democratic Workers' Councils.
Article 4: All other powers remain under the jurisdiction of member states.
Article 5: The governing body of the URSR is the General Assembly of the Union of Revolutionary Socialist Republics henceforth regarded as the GA-URSR. It consists of:
-Governments Of The Member States of the URSR.
-Parties Which Agree With The Constitution of the URSR and seek to ratify this treaty.
Article 6: Decisions within the URSR are made via consensus and via voting within the GA-URSR.
Article 7: Amendments to the present treaty are subject to the exclusive jurisdiction of the GA-URSR.
Article 8: All citizens of the member states possess a uniform URSR citizenship.
Article 9: All member states have the right to leave the URSR at any time.

CONSTITUTIONAL AMENDMENTS
Amendment 1: Observer States
1. An Observer State is defined as a Nation State which satisfies all the following requirements:
a. Has one of the following laws In place:
Government policy on Democratic Workers' Councils.
The policy of their national government and law should be:
The government requires most industries to be fully run by Democratic Workers' Councils.
or
The government requires all businesses to be run by Democratic Workers' Councils
b. Has a majority government made up of Parties which are members of the GA-URSR; in such a way that the GA-URSR Parties combined in a coalition would hold over 50% of the seats in the house.
c. Has requested the Secretariat to become an Observer State

Amendment 2: Rules Concerning The Secretariat
1. At the end of each Congress of the GA-URSR, the members of the GA-URSR elect a party to be the Chair of the Assembly in the next Congress.
2. The Chair selects a Secretariat of the GA-URSR which consists of a council of 10 officials.
3. The Secretariat maintains decorum and helps in consensus building and voting within the Assembly, while also carrying out other tasks, such as alerting the Assembly of news or events which will effect debate and maintaining the minutes and records of past debates and proposals.
4. In such a situation that the Assembly holds the Secretariat in contempt, any party may initiate without the need for Secretariat consent a vote of no confidence which if passed will result in the removal of the Secretariat and the election of a new Chair.
