The Council of Seleya (CS) is an international and intergovernmental organization established in 4267 with the Treaty on Council of Seleya. The basic aims of the organization are to preserve multi cultural pluralism on the Seleyan Continent and vast and rich heritage of the Seleyan Nations, as well as to uphold the democratic values together with the ideals of the rule of law and respect toward human rights. By virtue of the Treaty, the official headquarters of the Council of Seleya is located in the capital city of Valruzia, Nowogard. The official headquarters are located in the Palace of Ulbech-Krasinski Family (Pałac Rodziny Ulbech-Krasińskich) .

The Council of Seleya advocates for:
• preservation of multicultural characteristics of Seleya,
• peaceful and transparent cooperation between Nations of Seleya,
• spreading the ideals of democracy and the rule of law,
• promotion and protection of human rights,
• promotion of egalitarian ideals considering women,
• promotion of child protection measures,

Structure:
In order for a Nation to become a member of the Council of Seleya it needs to ratify the Treaty on Council of Seleya (CS): http://classic.particracy.net/viewtreat ... atyid=3870. The Treaty on the Council of Seleya establishes one and sole body of the Council - the Ministerial Assembly of the Council of Seleya consisting of Heads of either State or Governments and Members of the Governments. The Ministerial Assembly by virtue of the Treaty shall meet one time annually to discuss the most important issues concerning the Seleyan continent and may issue reports known as Resolutions of the Council of Seleya.

Rights and Powers:
Due to the fact that the Council of Seleya has one particular aim to preserve the multicultural character of the Seleyan continent it has no supranational powers but remains an international and intergovernmental forum and is entitled to pass reports known as the Resolutions of the Council of Seleya which may be used as supplementary instructions for the national governments in the process of drafting of the new policies.

Assembly:
Ministerial Assembly shall consist of the representations of each signatory Nation and each representation shall have one equal vote. The Assembly is responsible for issuing of the Resolutions and for promulgation of each Resolution.

4269 - (1st) Session of the Council of Seleya

Minister of Foreign Affairs of the Republic of Valruzia, Jakub Neumann:
As of September 4269, legislative bodies of only two countries have decided to successfully ratify the Treaty on Council of Seleya. Those countries are the Federal Union of Gaduridos and the Republic of Valruzia. I must admit, the fact that the intention of mutual cooperation with respect towards the differences and inviolability of each nation's sovereignty is crushed with and rejected by populist forces is saddening. But the truth will prevail and will succeed. The Council of Seleya is not a supranational organization it has no powers over any country in Seleya and it is not, and never will be an intention of the Council. What Seleya really needs, is a forum for discussion, a discussion which will secure our heritage, strengthen it and work out series of nonbinding guidelines for nations across Seleya which will promote democratic values, rule of law and respect towards human rights. The Treaty gives the Council no powers to enforce them, it is only at each country's discretion to obey by those guidelines and create legislation which will secure the undeniably unique heritage of our continent. Therefore I encourage governments across Seleya to reconsider and join the Council of Seleya. For sake of Seleya, and sake of our future generations.

During the first session of the Council, we were supposed to take care of the issue of human rights and state of human rights across Seleya, but under current circumstances, I cannot imagine the discussion over such an important issue without the participation of other nations and their representatives. What we need to do now is to calm down, to allow for all the negative thinking to disappear and initiate the discussion about the role of the Council. The government of Valruzia will initiate an information campaign with one simple aim... to promote the Council and to show that it will remain just an intergovernmental organization directed at securing the multicultural characteristics of the continent.

Project of the Resolution no. 1 "Seleyan Charter of the Fundamental Human Rights and Freedoms" / Draft
Preamble

The Member States of the Council of Seleya, conscious of Seleya's spiritual and moral heritage, admit that despite the large number of differences amongst them, the basis of the Seleyan multicultural character is founded on indivisible, universal values of human dignity, freedom, equality and social solidarity, alongside respect towards the principles of democracy and the rule of law.

The Council of Seleya and all of its Member States contribute to the development and promotion of this common values but at the same time pay respect towards the diversity which is one of the characteristics of the Seleyan continent. Respecting towards different cultures, traditions, customs as well as national identities of the people shall be an equally important task of the Council of Seleya.

The Member States of the Council of Seleya, acknowledge the necessity of greater protection and broader promotion for the fundamental and universal values, especially in the times of social progress, scientific and technological development, by making them more visible and promoted with this charter.

This charter shall serve as the nonbinding guidelines for the Member States of the Council of Seleya, as well as countries which are not part of the Council as long as they commit themselves to preserve and defend the universal values mentioned above.


Rights and Freedoms

Article 1.

Preservation of human dignity shall be the imperative goal of every government, as it is inviolable and must be respected and protected.

Article 2.

Everyone has the right to live. Countries across Seleya shall undertake measures leading to the gradual abolition of the death penalty, however, this process shall be conducted with respect towards the cultural diversity of each Nation in Seleya.

Article 3.

No individual shall be held in slavery or servitude or be the object of human trafficking, as those are in contrary to the universal values of the Seleyan continent and Countries across the continent shall undertake actions to abolish slavery on the continent whatsoever, however, this process shall be conducted with respect towards the cultural diversity of each Nation in Seleya.

Article 4.

Governments across Seleya shall take necessary steps to abolish torture and degrading treatments, as those are contrary to the universal values of the Continent and everyone has the right to physical and psychological integrity, however, this process shall be conducted with respect towards the cultural diversity of each Nation in Seleya.

Article 5.

Governments across Seleya shall take all the necessary steps to abolish discrimination in their Countries, as everyone shall be treated equally regardless of their culture, race, language or gender.

Article 6.

Citizens of all Member States shall have their right to personal liberty and security of person, guaranteed by the government and statutory laws of each Nation.

Article 7.

Everyone shall have their right to enjoy his or her private and family life, as well as home and communications guaranteed by the governments of the Member States.

Article 8.

Everyone shall have their freedom of thought, conscience or religion, as well as scientific research and academic freedom guaranteed by the governments of the Member States.

Article 9.

Everyone shall have their freedom of expression guaranteed by the governments of the Member States, and shall not be the subjected to any form of discrimination or censorship by the public authority.

Article 10.

Freedom and pluralism of the media shall be protected and secured.

Article 11.

Everyone shall have their right to education and intellectual development guaranteed by the governments of the Member States.

Article 12.

Everyone shall be equal before the law.

Article 13.

Everyone shall have their right to fair trial guaranteed by the governments of the Member States.

Article 14.

Everyone charged with a criminal offense shall be presumed innocent until proved guilty according to law.

Article 15.

No one shall be subjected to any form of punishment for actions which do not constitute for a criminal offense under the national or international law.
