We can establish simple categories for classification: let's say that if a country has no laws discriminating anyone, has equal rights for men and women, allows for homosexuals to marry, militarily is open for them to serve in... etc. etc. then we can classify it as a 'very good' or 'excellent' considering the human rights' situation, if a country has at least one discriminatory law (slavery, death penalty, segregation, punishment for blasphemy etc.) we can classify it as an 'impaired' or 'unjust' etc. considering the situation of human rights.

OOC: And those criteria listed by Axell earlier (the one with points) can be used as a supplementary material for issuing reports. Reports can be created basing on those laws listed by him earlier.

Report of Gloria Iustitia on the situation of human rights in the Republic of Saridan [WIP]

1. The following report is the comprehensive analysis of the situation of human rights, the rule of law and democratic values in the Republic of Saridan. It was conducted by Gloria Iustitia. The report covers the period from January 4273 to August 4273. During this period Gloria Iustitia monitored the situation of human rights by analysis the statutory laws of the Saridan Republic, monitoring the functioning of the public authorities and individual inquiries. The findings listed in this report are grounded on data collected by the GI independent observers and based on the access to Saridan's parliamentary archives and the law gazette as well as the limited community interviews.

2. Accordingly, to the following report, Gloria Iustitia, acknowledges that the situation of human rights in the Republic of Saridan is impaired and the actual policies maintained by the government of Saridan are discriminatory and gravely endanger every human right. The current situation in SARIDAN shall be addressed by the international community.

3. The government of the Republic of Saridan is responsible for serious human rights abuses or incidents of censorship aimed at present a falsified image of the reality in the Republic of Saridan. The government of the Republic of Saridan continues to commit serious crimes against humanity and acts disrespecting basic human rights.

4. One of the most alarming offenses against the human rights is the legal status of slavery and slave trade which has been legalized by the legislative body of the Republic in February 4265. That is a grave offense against the basic human right of personal integrity and freedom of individual entity. There are serious incidents of infringements of the statutory laws. People with a slave status are not provided with basic rights of healthcare or social services. The recent cooperation of the Saridan's government with the Kalopian slave trading company Eilomax is alarming as well and faces the population with compulsory resettlement. The overall situation considering the slavery status in the Republic of Saridan can be classified as 'gravely impaired', 'alarming' and 'unjust'.

ooc: can you provide the GI with means to provide such an investigation, I must admit that this badaran-beitenese (or whatever) conflict is not familiar to me, and every piece of information (RP bills, Forum threads, General Assembly and Security Council) would be of high importance for the GI report to be comprehensive. So if you can please insert links to those pieces of information here and a comprehensive report will be created and published.

GLORIA IUSTITIA'S REVEIW ON THE 'RELIGIOUS DORVIK BILL'

Observers of Gloria Iustitia have leaned on the recently proposed piece of legislation in the Dorvish State Council, filed for the debate before the Dorvish Parliament under the name 'Religious Dorvik Bill'. The document has been presented by members of a right-wing, nationalist, and isolationists One Dorvik.

In the eyes of the independent observers of Gloria Iustitia, the presented piece of legislation poses a great threat for the basic rights of the citizens of the Republic of Dorvik and foreign residents remaining on the territory of the country, as it greatly limits the freedom of religion right, and in addition to that penalizes the act of blasphemy which if penalized gives the law enforcement agencies very wide field of operation when it comes to classifying what is and what is not an act of blasphemy. The Gloria Iustitia reminds that history knows incidents where the religious rights were limited by the government in order for this government to use its prerogatives as a tool of political oppression and suppression of the society or parts of society opposing the religious indoctrination. The penalization of blasphemy in its entirety is against the basic freedoms of liberty, freedom of expression and religion, and as such is in contrary with the basis of the Dorvish identity which is based on aforementioned freedoms.

The article on the teacher-led prayers being mandatory in all schools across the Republic of Dorvik is dangerous for the freedom of religion in a similar way as explained in the previous paragraph. The proposed law in a very vivid way tends to blur the lines between the democratic state of law based on secularity and freedom of religion where people are equal before the law, and oppressive state based on religious beliefs of one specified group with no understanding and respect to other religions and religious beliefs. Lack of freedom and marginalization of other faiths by enforcement of act of religious expression in schools greatly limits an individual's right to decide on his or her beliefs and deprives him or her of the feeling of equality with the rest of the society if an individual is of a different faith than the majority of the society. Therefore this article is endangering for the freedom of religion and freedom of expression and as such in eyes of Gloria Iustitia, dangerous for the basis of a democracy and human rights.

In the third article, legislators from One Dorvik, propose the establishment of religious schools across Dorvik and reinstatement of existing schools and educational facilities as religious facilities. Once again Gloria Iustitia indicates the great danger deriving from the mentioned article. The danger manifests itself with the social and academic expulsion and marginalization of members of a specified religious group or groups and practically limits them from enrollment if the facility represents religious values which are not in compliance with his. Educational facilities should, by their nature, be the place of social inclusion and should refrain from religious indoctrination as it is not the responsibility of the State to decide on.

Article 5. - same reasons as article 1, 2, and 3.
