Until my colleagues in the Selucian executive provide their response to the amendments, I agree that it is time to discuss what we SHOULD be doing. I believe the first order of business is to expand the membership of this conference and invite as many prospective members as possible to participate in this meeting. And more importantly, I believe we should coordinate our actions at the international level by aiming to reduce the power of the Great Powers and their allies in the World Congress. I believe it would be most beneficial if all prospective members would do their best in making sure that only non-aligned nations are elected as Non-Permanent Members of the Security Council. Additionally I believe we should initiate General Assembly resolutions calling for nuclear disarmament. Maybe not complete denuclearization, which is unlikely to pass, but calls for the nuclear powers to greatly reduce their arsenals would have a chance of receiving the necessary endorsements. Although General Assembly resolutions are not binding, it would send a powerful message if an anti-nuclear resolution were to be endorsed by a majority of the nations of Terra. And lastly I think it would be in our joint interests to organize some form of cultural cooperation. Selucia in particular would be interested in establishing a better alternative to the Terran Olympic Games, which we view as irreparably tainted by jingoism, militarism, and commercialization. Perhaps we should organize a People's Olympiad to counter the hegemonic Olympic Games and take the battle against hegemony to the field of culture and sports as well and raise awareness of our movement.

We agree with what was stated by the Consul of Selucia, Haider bin Talal al-Mutanabbi. We should expand this meeting and this movement to more countries. We also commit ourselves to change our votes for the security council that may be in the benefit of great powers so we can support non-aligned nations and make us all and this movement represented at the Security Council. We also agree with a resolution in the General Assembly for nuclear disarmament and think we probably should start working together on that if we all agree. On cultural cooperation, I find the ideas presented by our Selucian colleague as good ones that represent a big step in achieving our goals and taking power away from great powers. We would agree to take part in a People's Olympiad and maybe we could then expand it to other cultural events if the People's Olympiad is deemed successful.

These is a good tactical plan to start with. What I referred to was a statement of overall strategy to include in the Treaty.

The NAM commits to the following
Anti-Nuclear weapons
Peace
Human Rights

etc.

This should be included in the Treaty as a general statement of what our Organization stands for. We can engage in these tactics in tandem with finishing the Treaty.

We agree with the commitments of the Non-Aligned Movement stated by Kalistan however we would like to get clarified on what they mean with "anti-nuclear weapons". We also agree it should be included in the treaty. The treaty must show in a clear way that any country ratifying it must do everything in its power to promote and fight for peace and abolish human rights violations in their countries.

In order to clarify the goals and strategies of the Movement, I propose the addition of the following article to the Treaty:

Member states pledge to cooperate closely with each other and with third parties in the pursuit of world peace, nuclear disarmament, and respect for human rights, by coordinating activities within international organizations, peacefully opposing the buildup of conventional and nuclear weaponry worldwide, establishing or promoting alternatives to the prevailing Great Power institutions, promoting and supporting peaceful independence movements, opposing violations of national sovereignty and of human rights, and initiating cooperation in the cultural and scientific fields with the goal of countering Great Power conflicts.


I believe this addition would highlight that our main goals are opposition to Great Power geopolitics and support for sovereignty and human rights. The article deliberately does not define the list of fundamental human rights with the understanding that there are reasonable disagreements between different governments and different ethical doctrines on which human rights deserve international protection. With the addition of the articles proposed by the Selucian and Sekowan delegations regarding the right to sovereignty and the alleviation of human suffering I believe the treaty will be sufficiently robust in order to address the greatest threats caused by the current world order and sufficiently vague in order to allow member states to implement those policies they find most relevant in the pursuit of these goals.

We completely agree with the article proposed by our Selucian colleagues. If Kalistan agrees, then we should add it to the treaty the fastest possible. I think it adresses the concerns of all by leaving no doubt on what are the values and the goals of this movement while asserting the right of governments and leaders to decide what should be done in their own countries for the benefit of their people. It brings us closer while ensuring we stay independent countries that decide our own fate.

Note: After tomorrow, I'll be two weeks with almost no internet (and of bad quality), so only ocasionally can I come here. I'll try however to pay the most attention possible to this and engage in the debate.

Kafuristan Delegation Enters Formative Meetings

The Kafuristan Delegation, lead by Kafuri Foreign Minister Zaid el-Akbar enter the meeting. For hundreds of years Kafuristan has been in a state of perpetual disorder as various dictators have taken hold of the country. As a result, economic exploitation by larger powers has always been prevalent. But ever since the Democratic/Ba'athist Revolution of 4410, the country has sought to reform its stance on foreign affairs, adopting a more protectionist stance. Most recently, the Black Thursday panic has solidified the governments position with the pass of the Kafuristan Economic Stabilization Act (http://classic.particracy.net/viewbill. ... lid=576838).

On behalf of Selucia I am pleased to welcome Kafuristan to this Formative Meeting and we are happy to see the Movement is gaining traction.

In response to Representative Li's question, I would suggest creating a separate article for the three amendments introduced by the Selucian and Sekowan delegations, given that they all relate to obligations of members rather than membership criteria. Something along these lines:

Article II:
Duties and obligations

Sec. 1- Domestic policy
Recognizing that threats to peace and human flourishing may arise not only at the international level but also domestically, prospective members must demonstrate, to the extent of their capabilities, their commitment to ending human suffering on their territory, by taking reasonable and meaningful steps to abolish genocide, extrajudicial killing, slavery and all forms of bondage, torture, unjust discrimination, and arbitrary deprivation of personal property within their borders.

Sec. 2- Non-interventionism
Recognizing the right to sovereignty and independence of other countries, members of the Non-Aligned Movement must commit to not invade other countries, unless they are invaded by them or the rights of their citizens are threatened in those countries.

Sec. 3- International cooperation
Member states pledge to cooperate closely with each other and with third parties in the pursuit of world peace, nuclear disarmament, and respect for human rights, by coordinating activities within international organizations, peacefully opposing the buildup of conventional and nuclear weaponry worldwide, establishing or promoting alternatives to the prevailing Great Power institutions, promoting and supporting peaceful independence movements, opposing violations of national sovereignty and of human rights, and initiating cooperation in the cultural and scientific fields with the goal of countering Great Power conflicts.

We agree with our Selucian and Kalistani colleagues in creating a new article that as Selucia proposes includes all the 3 duties and obligations that have been discussed here and approved by the nations taking part in these meetings. We also would like to welcome Kafuristan into this movement and want to ensure them that there's nothing we value more than the sovereignity of nations around the world. This movement is a way of opposing the great powers and their destructive wars and cooperating with each other for a better Terra. A way of guaranteeing there's no interference from great powers on our territories and on our economies. Any suggestion Kafuristan may have, we appreciate it.
