The Parties to this Agreement affirm their strong resolve and desire to live in peace with all peoples and all governments throughout the world.

The Parties are determined to protect and uphold the sovereignty, freedom, and well-being of their peoples and to engage with one another on a basis of equality and mutual respect. The Parties seek to promote stability, prosperity and progress in the Anantonese Ocean area.

The Parties, thus, are dedicated to unite their efforts for collective security and harmonious development of economic and cultural exchange. They therefore ratify this treaty, establishing the Anantonese Ocean Treaty Organization:

Article One: Cooperation

The Parties shall undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered.

Article Two: Mutual Defence

The Parties agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, they will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security and sovereignty of each party.

Any attack against a signatory party shall be brought to the attention of the Security Council of the Anantonese Ocean Treaty Organization. Forthwith, the Security Council will undertake whatever actions deemed necessary by the Parties.

Article Three: Organization

The Anantonese Ocean Treaty Organization shall be composed of three core bodies:

(1) The Security Council;

is the body which has effective powers of decision in Anantonese Ocean Treaty Organization regarding the exercise of Article Two, consisting of member states' permanent delegates or delegates at higher level (ministers of foreign affairs or defence, or heads of state or government). All decisions put to the Security Council regarding Article Two must be decided with unanimity; all Parties shall be equally represented in the Security Council.

(2) The General Council;

is the body which has effective governance authority in Anantonese Ocean Treaty Organization, consisting of member states' permanent delegates or delegates at higher level (ministers of foreign affairs or defence, or heads of state or government). Delegates to the General Council shall meet frequently at the Anantonese Ocean Treaty Organization General Headquarters to discuss broad strategic goals, economic agreements, and the administration of the Anantonese Ocean Treaty Organization legal framework. All Parties shall be given one vote, and rulings shall be decided by a majority vote.

(3) The Administrative Council

is the body which undertakes the administrative duties of Anantonese Ocean Treaty Organization, and is composed of national delegations of member countries and includes civilian and military liaison offices and officers or diplomatic missions and diplomats of partner countries at the Anantonese Ocean Treaty Organization General Headquarters in Longmen, Indrala.

Article Four: Membership

Membership is open to all nation-states bordering the Anantonese Ocean.

Prospective nation-states must be approved by the unanimous consent of the Security Council, and must ratify the Anantonese Ocean Treaty in their national legislature.

Membership in the Anantonese Ocean Treaty Organization may be suspended by a two-thirds vote in the General Council.
