A proposal must be numbered and must lay out its intentions and plans. A proposal must be voted on within 2 years (OOC:4 days irl) or else it will automatically be passed if there are more yes votes or automatically denied if there are more no votes. If there is a tie the proposal will also be denied, but can be resubmitted. If a proposal gains 100% of the votes in favor or against, it does not have to wait 2 years to be approved or denied respectively.

1)To facilitate investment within Seleya, from both public and private investors from across Terra
2)To end Seleyan poverty by assisting the building of the economies of Seleya
3)To facilitate global trade between the Seleyan states and the outside world
The Seleyan Security and Poverty Relief and Investment Bank shall be operated by whichever nation offers to spend the most on the banks operations and the development of the bank.
