The Three Mountains Agreement is a collective security agreement between Lourenne, Kazulia and Hulstria, to co-operate on military matters in the Dovanian region, however the alliance has seen joint actions in theatres outside of Dovani. It provides that an armed attack on any of the three parties would be dangerous to the others, and that each should act to meet the common threat. It set up a committee of the defence ministers of the three nations that can meet for consultation.

The troops coming ashore during Exercise Leviathan Wedge 2 displayed national flags on their sleeves not often seen along the beaches here. The coalition landing force participating in the multinational amphibious training exercise represented the nations of the three mountains agreement: Kazulia, Lourenne and Hulstria. Each country's military is bolstering its amphibious capabilities and tactics, and their participation in the Navy-Marine Corps brigade-level exercise helped them hone their skills. It was the first time Hulstrian infantry participated in Leviathan Wedge 2. The Hulstrian navy sent a tank landing ship, a patrol ship, several patrol boats, two helicopters and a 500-man infantry battalion which its seeking to convert into a marine infantry unit. Lourenne, which is in the midst of modernising its naval forces with the specific intent of protecting its recently reformed Empire, sent three ships, helicopters, an air-cushioned landing craft and members of the Royal Navy. The troops formed "Amphibious Force Alpha," led by 1st Amphibious Infantry Brigade and Combined Task Force 3. Amphibious assault ship HKMS-Queen Ingrid was the flagship for the task force that included seven Navy ships and observers from Kanjor, Rildanor, Dorvik and Hutori. Brig. Gen. Christer Omdahl, the 1st AIB commander, said during the exercise, that the force was going to practice fighting as a coalition. "This particular grouping is a really interesting one," said Omdahl, who recently led the 2nd Amphibious Infantry Brigade. "There are some political relationships, or [rules that set] the way you do coalition work. To be able to respect that and still employ them effectively, that's a real challenge with a diverse... group of partners and allies."

Hulstria practised landing infantrymen ashore in Zodiac boats or patrol boats from their ships. The force is improving military tactics and refining capabilities for amphibious operations and disaster relief missions. "At the tactical level, we are ready to be able to come and continue participating," said Hulstrian navy Capt.Leon Flesichman, the Mexican amphibious task force commander. The coalition force organised into two elements: Marines paired with Lourenne while Kazulia led its blue-green force, an arrangement driven by the agreement. "Hulstria has really stepped up to be a great part of our coalition," Omdahl said. "I understand where Hulstria is trying to go with its capability, and we look forward to doing more work with them. They are great partners." The presence of Hulstrian infantry was notable. "For our Hulstrian friends, we are especially proud of their courage to come in and jump right into this," Omdahl said. While communication was sometimes a challenge during the exercise, the Hulstrian infantry were committed to throwing their all into the exercise in order to meet their objectives, said Hulstrian navy Capt.Leon Flesichman. "This is an opportunity for the Hulstrian infantry to interact with equivalent forces," he said "In this type of military operation, there is no room for errors. There is no room for mistakes. ...We are working together." That's helping them even as they"struggled a little bit to understand and to bring the plans into action once we start working (with) the Infantry and the Navy," he said. While communication was a challenge, "we are working on that very hard. In this type of military operations, there is no room for errors. There is no room for mistakes. So the orders have to be transferred and accepted quickly, and we have to understand clearly what is the goal. "

As Lourenne continues to grapple with disputes with Kalistan over the Ananto Strait, Lt. Gen. Léonard Bruneau, Lourenne's vice chief of staff, said the training during Leviathan Wedge 2 helps his force prepare for a possible attack. "In the future, we are to make effort to strengthen the Three Mountains Agreement alliance," he said in a press conference. "Leviathan Wedge 2 has significant meaning to strengthen the Three Mountains Agreement alliance as well as improve and maintain amphibious capabilities required to respond to attacks throughout the reformed Canrillaise Empire." At White Beach, a company of Hulstrian Infantry zipped toward the sandy shoreline in nine black rubber boats. They launched from a Hulstrian tank landing ship and sped through light swells not far from about 50 surfers bobbing in the water at the beach. Infantry and Lourennais marines marked the landing zone along a rock-strewn stretch, but the Hulstrians landed further south, zipping onto the sand and scrambling with rifles pointed toward the high tide line. Dozens of campers, surfers and holiday beach-goers watched the morning mock assault. Kazulian troops bobbed in amphibious corps all-trained tracked vehicles came ashore. Kazulia is working on developing a larger amphibious infantry formation, Kazulian Col. Åsmund Welhaven, an army brigade commander, said the training was good exposure for his soldiers. "It's becoming increasingly clear to us that in-order to meet the needs of our partners in times of conflict, the amphibious corps will need an exponential expansion from brigade-sized warfare to division-sized warfare," he said. "Whilst we are no masters in amphibious assaults, we believe that with enough practice and efforts we could transform both the Amphibious Corps and the marine infantry units of the Three Mountains Agreement nations into extremely effective amphibious fighting forces.

The mountains of Hilgar rarely, if ever, see this much foot traffic along there beaten and dirt paths. However, these travelers are not here to hike or for the spectacular views. They are soldiers belonging to the nations of the Three Mountains Agreement, comprised of the nations of Lourenne, Kazulia, and Hulstria. They are here to train for mountain warfare, one of the hardest types of warfare for a modern army to prepare for. Mountain warfare involves the dislodging of combatants from mountainous areas, via the usage of infantry and air support.

The exercise began when Hulstrian and Lourennese forces marched up Mt. Friedrich to set up an advanced reconnaissance center. Afterwards, Hulstrian and Lourennese forces marched towards simulated enemy forces. Hulstrian and Lourennese forces where held down temporarily due to enemy fire, until close air support was able to dislodge said enemies. Later on, both Hulstrian and Lourennese where able to reconnect with Kazulian forces, who had encircled several enemy brigades.

Once meeting up, all three nations forces focused on the defeat-in-detail of each encircled enemy brigade. With assistance from close air support and the use of special forces, the enemy brigades where all defeated without incident.

Hulstrian Minister of Defense Johannes Gräbner called the exercises “a great success for the Three Mountains Agreement”. He also stated that Hulstria would happily host more exercises in the future.
