Rhys O'Madden, Representative of the Our Homeland (Kirlawa)
The Republic of Kirlawa has announced its ascension to the Charter of ACON, I am here to represent the Kirlawan people at the Artanian Parliament. After some discussions with members of Our Homeland leadership, they have appointed me to lead the delegation from Kirlawa.

Jane Gooddal, Chairman of the Parliament of the Artanian Community

The bill has passed with 494 votes in favour and 141 abstentions. The bill will now be send to every member state for approval. A simple majority approval of member states will mean the final passage of the bill.

Bill 1.1 "Growth and Innovation Subsidy" (GIS)

Article 1 "Fund"
-A fund will be created named the Artanian Fund for Entrepeneurship and Innovation (AFEI)
-The fund will grant bussinesses within ACON member states the right to apply for a grant if the following conditions are met

Article 2 "conditions"
-A company must invest a reasonably significant portion of its revenue in innovation and demonstrate a commitment to research and development.
-A company must clearly strive to innovate in his field of expertise and must drive innovation on a large scale
-A company must invest in the wellbeing of its employees and have a favourable working environment in place

Article 3 "size"
-The AFEI will consist out of a total of 10 billion annually, being refilled at the end of the year to a maximum of 10 billion even if the budget has (partially) not been spend
-The ACEC can suspend AFEI subsidies to any company that violated the afformentioned conditions in Article 2

All 5 member states have voted Aye on the Bill 1.1 "Growth and Innovation Subsidy". The bill has therefor passed with both support from member states and support from parliament. It will go into effect immediately.

I must inform you of Hobrazia's intent to withdraw from Artanian Community Economic Zone (ACEZ). While our government fully intends to continue participating in ACON, we believe that our trade interests demand a higher level of sovereignty and therefore we do not feel our needs are best met within ACEZ. We will continue to work with the rest of Artania in pursuing our shared political goals of peace, stability, and cultural exchange.

Doressa: The second ever PAC election was held this year, with one new party in the mix. The Social Democrats once again won but suffered a major loss of seats, with most of these seats going to the Green Democrats and the Protectionist party. The SCPP remains the smallest party in the PAC while the ACU is closing in on the SDAC, remaining the second largest party in the PAC. Despite the major election loss for the SDAC they remain the largest and thus can propose the second ever ACEC. They theoratically still hold a majority with their left leaning GDAP partner, with whom they worked with to propose the first ACEC. Observers expect at least President Schulman to remain in office for this term, with the composition of the rest of the ACEC unclear.

We congratulate the GDAP and ACU for their electoral victory and wish them luck in this new term. The same goes for the new APP. After discussions with the GDAP, and thus having a majority backing, we propose that the current sitting Executive Commission its term to be extended for this term as well, adding 6 years for the current team. We therefor propose the new (or rather old) ACEC in front of the PAC and would ask the chairman to put it to vote.
