Dunburg: The PAC election, which was postponed for over 40 years due to internal struggles, has now finally been held under the new FPTP system. The SDAC, traditionally dominant in the PAC, has lost its majority against the conservative and center-right Artanian People's Party. No other parties contested the election. This gives the APP the sole right to propose a ACEC, which will then operate independently from the PAC as layed out in the founding document. The election saw the APP win over 67% of the vote and 55% of seats, while the SDAC won 33% of the vote and 45% of seats.

"On behalf of the Dorvish Republic, the President of the Dorvish Republic Killian Vahlen, State Chancellor Ansgar Hans von Lÿndow-Sennhein and Foreign Minister Joachim Ullmann I would like to announce that the Artanian People's Party, a relatively new formation in the Artanian Community, has appointed me as the candidate to assume leadership within Artanian Community. I am honored and deeply committed to bringing a certain Dorvish ingenuity to the Artanian Community. Dorvik and our counter-parts in the Socialist and Democrats of the Artanian Community are committed to powerful leadership in Artania and in wider scale, the world. Artania has been a continent that has continually shared relative stability and economic prosperity, I believe that we can continue that and share what we've learned with fellow Artanian nations as well as other nations across the world.

With that being said, we would like to propose the following "coalition" agreement. I will assume the mantle of President of the Artanian Community, we invite Annemarie Erhard (APP Dorvik) to become Secretary of Artanian Education, Maik Mengelberg (APP Dorvik) to become Secretary of Artanian Culture, Claus Tanius von Desidier as the Secretary of Artanian Economic Affairs (APP Dorvik) and finally we'd like to invite a candidate from the SDAC to become Secretary of Artanian Cooperation."

As one of my first acts as President of the Artanian Community I wanted to develop a more robust system of checks and balances within the Artanian Community, namely in ensuring that the Artanian Executive Commission has both the mandate of the Artanian Parliament and the member states of the Artanian Community as a whole.

First and foremost I propose the formation of the "Council of Artania" which will be comprised of 1 representative appointed by the member states and will have the requirement that it approves all legislation approved by the Artanian Parliament. This will function as the last "check" in the means of authorizing legislation passed by the Artanian Parliament either through its own legislative initiative or through the legislative initiative of the Artanian Executive Commission. The Council of Artanian will lead by a President of the Artanian Council, this position will rotate between active member states within the Artanian Community on a semi-regular basis to be determined by the members of the Council of Artania;

Second, the establishment of the Court of Justice of the Artanian Community to handle disputes between member states and the Artanian Community as a whole. This Court of Justice will have 1 member state appointed Justice from active member states and each justice of the Court of Justice shall rotate through the role of "Chief Justice" on a semi-regular basis;

Third, the combining of certain roles and the creation of others. I believe that the roles of "Secretary of Artanian Education" and "Secretary of Artanian Culture" should be combined into a new "Commissioner for Artanian Education and Culture", a very similar role that many of our own national governments combine as they are so closely intertwined with each other. I believe that the "Secretary of Artanian Cooperation" should become the "Artanian Commissioner for Cooperation and Enlargement", this role focused on the development of relations between the Artanian Community and fostering new or returning members to the Artanian Community as a whole. The establishment of the "Secretary of Artanian Economic Affairs" as the new "Artanian Commissioner for Economic and Trade Affairs" granting the portfolio the ability to assist coordinating Artanian trade and economic affairs across the Artanian Community.

Fourth, in addition to combing and fleshing out some roles I believe the creation of a "Artanian High Commissioner for Foreign Affairs" would be paramount to ensuring that the Artanian Community as a whole can speak as a united voice when we feel it is necessary.

Fifth, the formal establishment of a universal and unified Artanian Civil Service to manage and handle all matters related to the functional administration of the Artanian Community's operation and ensure that member state citizens have a centralized location to deal with matters related to employment and all citizens have access to become members of the Artanian Community in employment.

The SDAC hereby, as a sign of solidarity, will appoint Matheas Groenvat from Narikaton as our candidate for Secretary of Artanian Cooperation. Despite this however, we shall be forced to vote against such a proposal as we are fundamentally oppossed to a APP executive, seeing what harm it could bring to exactly what we are made for, solidarity amongst member states.

The SDAC, though sympathetic to the proposed efforts of the President-elect, strongly objects to the creation of both the Artanian Council and the Artanian Civil Service. The SDAC, through its supportive parties in national parliaments in a variety of member states, believes that anything that could possibly be kept in member state hands should be kept in their hands. Furthermore, how would the president ensure that the civil service isnt used to favour one member state over the other? And what would make the Artanian Council more effective then the current one-by-one ratification from member states that is necessary.

Combining the different roles of secretaries would be something we are open to, but im unsure as to why they would be renamed into commisioners. Frthermore, we wholeheatethly support the creation of a Court of Justice, as we think it can aid in fair handling of member state disputes but hope it wont lead to animosity and rivalry.

1 We must start our Own Military / Peace Force like one UN has

2. Start a Corporation that produces Military Weapons & Equipment for Armies,Navy & Airforce of Acon Countries

3. Start ACON Military Training Facilities
