Upon the ratification of this treaty the following provisions will take into effect:
Article 1 "Economic Harmony"
-Signatory member states will be part of the Artanian Community Economic Zone (ACEZ)
-The Artanian Community Economic Zone eliminates all trade tariffs between signatory nations, minimizes regulations put on trade and ensures free and fair trade between its member states.
-The Artanian Community Economic Zone will serve as the free trade zone of the ACON
-ACON members may opt out of the ACEZ with a majority vote in their national parliament
-A ACON fund will be created, every member state contributes 0.2% of their GDP to the fund, the ACEC may launch projects with this fund in member states to improve general living conditions, infrastructure, human rights and healthcare.
Article 2 "Human Rights"
-Signatory nations must respect human rights and ensure the freedom of religion, freedom of expression, freedom of assembly and must have a market economy, which may be regulated but must allow a healthy dose of competition.
-If a Signatory state does not abide by these principles it may lose its voting rights by invoking Article 5
Article 3 "Political Harmony"
-The adult population of signatory member states will get full voting rights to elect the "Parliament of the Artanian Community" (PAC)
-The Parliament of the Artanian Community consists of 635 representatives, elected through a first past the post system that gives every member state a set number of representatives based on population with every seat then each elected in a FPTP election, with supranational parties competing.
-The Parliament of the Artanian Community may ammend, pass or reject bills that have been drafted by the Artanian Community Executive Commision (ACEC). If a bill is ammended it will need to be approved by a majority of member states.
-The Parliament of the Artanian Community is elected every 6 years with no possibility for early elections.
Article 4 "ACEC"
-The Artanian Ecommunity Executive Commission is elected by a majority vote in the Parliament of the Artanian Community.
-The ACEC consists of:
President of the Artanian Community
Secretary of Artanian Education
Secretary of Artanian Culture
Secretary of Artanian Cooperation
Secretary of Artanian Economic Affairs
-The ACEC may draft legislation that will take effect in all of the signatory nations of the ACON, this legislation needs approval from both a majority in the Parliament of the Artanian Community and of the signatory member states.
-Laws passed by the PAC and proposed by ACEC are binding for member states, but member states may opt not to enforce these laws in practice.
-The ACEC its prime repsonsibility is to further cooperation on the Artanian continent and ensure peace, prosperity and unity amongst Artanian nations.
Article 5 "Violations"
-If article 1 or article 2 are violated the ACEC may take action.
-Possible actions to take include:
Taking away member state voting rights
Taking away the right to apply for the ACON fund
Removing a member state from the ACEZ economic zone
-ACEC will need majority approval from member states in order to impose these actions on another member state
