Alex Vleugel, Leader of the SDAC

The SDAC votes against ammendment 1, we will vote in favour for ammendment 2. We believe that ammendment 1 will add a unneccesary layer of bureacracy to the fund and it will only cause bickering amongst member states. As it stands the initial proposal allows any company, in any nation, to apply for the funds. Adding some kind of manager is not only hampering the effectiveness of the fund but will also cause internal strive within the fund. We should not want that.

Ammendment 2 is good as it would create a fairer space for companies to participate in the fund. But ammendment 1 would really cause major problems. As it would create a bureacracy around a simple fund and that can only go wrong.

We believe Amendment 1 is necessary to prevent businesses in more established economies from benefiting disproportionately from this fund. If this fund goes primarily to well-developed nations, then it would effectively be a regressive tax that siphons the limited resources of developing economies like Hobrazia. The ACU votes yes on both amendments.

By adding Amendment two you take away that barrier already. With amendment 2 the proposal allows any company, no matter the nation, to make use of the fund. With amendment 1 included you open a pandora's box that is hard to control.

Resolution 1 is rejected, Resolution 2 is adopted. We will now continue the debate on the new ammended proposal:

Bill 1.1 "Growth and Innovation Subsidy" (GIS)

Article 1 "Fund"
-A fund will be created named the Artanian Fund for Entrepeneurship and Innovation (AFEI)
-The fund will grant bussinesses within ACON member states the right to apply for a grant if the following conditions are met

Article 2 "conditions"
-A company must invest a reasonably significant portion of its revenue in innovation and demonstrate a commitment to research and development.
-A company must clearly strive to innovate in his field of expertise and must drive innovation on a large scale
-A company must invest in the wellbeing of its employees and have a favourable working environment in place

Article 3 "size"
-The AFEI will consist out of a total of 10 billion annually, being refilled at the end of the year to a maximum of 10 billion even if the budget has (partially) not been spend
-The ACEC can suspend AFEI subsidies to any company that violated the afformentioned conditions in Article 2
