This is the HQ of the organization of oil producing states, known as OOPS abbreviated. In this forum, the OOPS member states set production and price quotas for all member states, which obligates member states to keep within the quota margins.
All member states have voting rights within the HQ as well as speaking rights.

Would ask three questions of members. First, what is level of production of each of us currently. That of Jamahiriat al-Qalb is 3/4 of previous high point and likely half of maximum possible?

Second, do you think that is likely to meet current demand or will it cause stress?

Third, should we specifically invite some other states to join?

If it is up to the North Dovanian Republic this organization will heavily push back at attempts by powers like Beiteynu to colonize our oil and natural resources for their own benefit. With that in mind, we would kindly propose that we will cut current oil production to a maximum of 3,9 million BBL a day as to ensure we 1. do not completely halt economic growth globally but 2. also ensure that we protect our own position within the resource market. We would also request that Trigunia give some clarification on its deal with Beiteynu, as it is my governments position that Beiteynu is trying to do what others have done for centuries, use our precious resources for their own benefit.

As previously indicated we are producing crude oil at about 3/4 of our previous maximum production level. Three of the largest oil producing states are in total isolation but we can surmise with some confidence their production level has been steady. North Dovani and Kafuristan clearly have been steady until now for some time. We have no reason to believe the Kingdom of Dorvik needs to seriously increase production to handle its recent contract with Lodamun. The leading oil company Enist of Impero Istaliano has not sounded alarms about a glut or for that matter a shortage.

Which leaves our question to our ODNS member Trigunia whether its heavy duty contracts will necessitate its making major increases in production and resultant pressure on oil prices or whether the contracts can be easily absorbed by its current production levels as one of the holders of the five largest oil reserves on Terra.

We really would like to hear from Trigunia before we commit to taking steps that affect the world economy particularly since we are a developing nation hoping to benefit from cooperation with other trading nations.

Similarly, we would also very much like to hear from the Kingdom of Dorvik and Enist concerning this matter and invite them to address OOPS on this subject.

We have discussed oil production levels with Sister Intellectual Minister of Foreign Affairs Bronislava Egorovna of Trigunskaya Federatsiya and we both are confident that the various contracts in which our nations have entered for the ongoing sale of crude oil are not of such magnitude as to necessitate an increase in oil production but well within the existing capacity of our current production levels.

Accordingly, it is our joint recommendation that neither raising nor reducing crude oil production but continuing at current levels is the appropriate course at this time.

As indicated in our earlier remarks, we shared the concern of North Dovani when there were questions as to the proper course, but our discussions with Sister Intellectual Minister of Foreign Affairs Bronislava Egorovna have clarified the matter for us.

Would like to address two matters. First, while some of the holders of vast oil reserves are so isolated we can not talk to them, there is a major oil producer and an old and active oil merchant in the middle of the oil business we suggest we should actively recruit to join our discussions. I refer of course to the Kingdom of Dorvik and Enist of Impero Istaliano.

Second, we will be increasing our natural gas production somewhat in order to accommodate an electrification project within our desert region. In our judgment, since this will be entirely used for domestic consumption we do not believe it will affect the amount of natural gas available to international markets. We do realize speculators may see this differently and would appreciate very much any comments membersmay have on whether our judgment seems correct.

Our representation to this organization has provided us with information regarding the Kafuri attempts to introduce us to this organization. The Kingdom of Dorvik as well as other institutions, notably the World Congress, recognize the Organization of Petroleum Exporting Nations (OPEN) as the primary organization related to gas, oil and other associated items. The Kingdom would be more than welcome to cooperate with parties but we would prefer that OOPS fully merge into OPEN as we support and provide information to that organization.
