"Firstly, I would like to address the economic issue first. It is our opinion that both nation will benefit from a creation of Comprehensive Investment Agreement and Free Trade Agreement. I believe that this will increase the GDP of both nation and ensure mutual development of the industries.

The main principles of the Comprehensive Investment Agreement will be as follow:

All industries are to be opened up for investment, with exclusions to be phased out according to schedules. An exclusion shall include vital industry with regard to infrastructure, manufacturing agriculture, fisheries, forestry, mining and the defense industry
Elimination of investment impediments
Streamlining of investment process and procedures
Enhancing transparency
Undertaking investment facilitation measures

While the Free Trade Agreement will ensure that prices are a reflection of true supply and demand, and are the sole determinant of resource allocation. It will also end protectionism since protectionism creates poverty, not prosperity. Protectionism doesn't even "protect" domestic jobs or industries; it destroy them, by harming export industries and industries that rely on imports to make their goods."

"The Grand Vizier raises various interesting points that focus largely on economic measures. Now as we mentioned there are one or two additional areas we would like to look at as well.

Now firstly it is our strong hope that the government of Brme Hldjogad will allow us the opportunity to raise new-armed formations from the citizens their nation. Currently ethnic Brmek who live within Pontesi have the opportunity to join several regiments which are designated specifically for them, in which they are able to use their native tongue, and enjoy their cultural and religious differences. Now the Brmke remain a useful source of manpower, and historically have often found service in our armed forces. We would like to enter into an agreement with the government of Brme Hldjogad so that we can begin recruitment for ethnic Brmek regiments from within Brme Hldjogad, rather than just from within the borders of Pontesi. It is our belief that we could raise between five and ten infantry and between two and six cavalry units from within the Brmek homeland. These would help to alleviate manpower shortages we are currently experiencing due to opposition to conscription within our nation, and would allow us to draw upon a useful source of reliable recruits who belong to a culture that enjoys a strong martial tradition. As we have mentioned they would be free to enjoy their own language and religion, would be offered good terms of service, and the opportunity for active service in Gaduridos. We would like the government of Brme Hldjogad to consider this request.

Secondly we are aware of several hundred thousand ethnic Pntek who reside largely within Murdhild. Now plenty of Pntek live and work in Barmenistan, but the Pntek in Murdhild are natives of that region, and their villages are scattered across the mountains and rural areas. In recent years we have passed a motion in our Parliament to offer protection and official recognition of the Brmek linguistic communities in Dandratur, and we would like something similar to be considered in Murdhild.

Thirdly, we are currently about to see an overhaul and reorganisation of the Episcopal Church of Pontesi. It is the largest Church in Pontesi, but has not seen any reorganisation of it’s diocese in several centuries, despite the massive transformation of the Pontesian population during that time. Currently ethnic Pntek outside of Pontesi and Gran Tadraki have been represented by the Bishop of Majatra, who currently resides in Tal Peel, Padrilka. However he now oversees several million Pontesian Episcopalians in his diocese, which is clearly too large a number for him alone, so we are aiming to establish several further overseas diocese. It has been drawn to our attention that the flock in Barmenistan alone would require several Bishops, and we propose that four be established, one to cover Ikegaru and Sisula, one for Uthena and Arakhim, and two Bishops for Murdhild. Now obviously we would set this up, and the C of P would be responsible for their running and finance, but it would be very gracious of the Brmek government if they were to select the four see’s from which the Diocese would be run.

That is all I have to say for the moment."

"We feel we can provisionally accept the Investment and Free Trade Agreements outlined by the Grand-Vizier General, provided they do not interfere with current competition laws.

To address the points raised by Michel Aoun: Firstly we believe a different attitude is taken towards minority languages by our two governments. It has, since the founding of the Commonwealth, been government policy to not interfere in such matters, save to ensure Brmek is taught to a competent degree in schools, and to allow individual communities to protect and promote their language. We believe that this attitude has certain advantages, and has not harmed the development or spread of minority groups languages. However, we accept that this policy has gone on for decades without scruntiny, and can guarantee that the possibility of enshrining languages such as Pntek with official recognition and protection will be considered in the near future.

As for the establishment of Episcopal Sees, Barmenistan has no objections, and would suggest the Koslapylz, Mosjkojil, Varistad and Kane as suitable locations. We would also request the Pontesian government take some measure to recognise Caliph Bulut Bünyamin as head of the Islamic Faith in Pontesi.

I woul like to ask our Minister of Defence to address the issue of recruitment from within Barmenistan."

"After much deliberation with our Chief of Army and Minister for Culture, Barmenistan feels it must decline any deal resulting in Pontesian recruitment from Barmenistan. There has been much concern that, put simply, Barmenistan could not match the wages available to Pontesian Armed Forces serving in Gaduridos, and that this would see some of Barmenistans most promising recruits joining the Pontesian Army instead, and serving ones own country viewed as a second rate option. In addition to other concerns about the potential effect this may have on avaliable manpower in future, it was also firmly established that encouraging Barmenians to sign up to a foreign army at a time when there exists increased tensions between our country and the Kingdom of Yishalem would be neither a sensible or desirable move. Finally, there was concern over how this move would be viewed by Barmenistans large Jewish minority, many of whom could view such a deal as de-facto support for the claim of Gran Tadraki (and, to a similar extent, de facto opposition to the reestablishment of a Jewish Homeland). It is believed this would damage social cohesion in Northern Barmenistan.

While we are prepared to revisit this issue in the future should the circumstances change, we do not believe at present a deal is in the interests of Barmenistan."

"We must agreed with the Barmenistan's Minister of Defence here. I personally feels that the policy is not suitable with the current political atmosphere in Northern Majatran and that out internal problem with regards to "republic movement" should be deal internally by our own method. The recruitment of Br'mek unit that is not the citizen of Pontesian Dynastic Empire doesn't solved the problem of mans power or insurgency and can't be done as we don't allow non-pontesian citizen in our armed forces.

While we're at the matter of security. I would like to propose an agreement for an annual joint military exercise between both nations to be held every 3 years, as it is crucial that both armed forces be able to learn from both countries different terrains and weather, to be able to exchange military knowledge, to be able to communicate quickly and clearly, and to tighten our relation, and the creation of Joint Border Patrol Command which will act as a communication center between both side border patrol units commander to prevent unnecessary confrontation and joint cooperation in preventing criminal activity."

"We would be in favour of joint military exercises and a Joint Border Patrol Command; in particular we believe it could be a very important deterrent to cross-border criminal activities. On that subject, we would like to broach the idea of establishing an Extradition treaty between our nations."

"We agreed with both point and hope to focus our joint effort to crack down criminal activities and to bring a criminal to justice.

We would also like to push for an exchange program between both nation universities and colleges as we hope to increase cooperation in education, technology, and culture. Personally, I would like to allow an archaeologist students to be able to study relics from both nation as I believe that the historical connection between both nation should be promoted."

Pontesi is in need of updating it’s naval and air forces. Would the Barmenistani’s considering joining the Pontesi defence industry in the development of a new fighter plan?

The 2861 election resulted in a landslide victory of the Barmenistan Liberal Party. The newly formed Cabinet will enforce their reform agenda. Concerning this conference, mr. Frederick (PM) would like to state that the BLP-government is considering to continue the former cabinet's policy. In the meantime, the Barmenistan delegation has been replaced due to the mentioned change of power. The delegation consists of Brad Frederick, Prime Minister, General Jack Firman, Minister of Defence and Florence Rudolphs, Minister of Education and Culture.

Frederick: "Mr. chairman, I like to make a brief statement. On behalf of my cabinet, I personally thank mr. Levent Mehmet for his policies and achievements concerning this meeting. The newly formed Barmenistan delegation needs a day or so to study all relevant material. The results will be presented before you in a couple of days. I do hope that the members present have some understanding for our position at this moment. Thank you."

"With the recent shift in Barmenistan politics and governance, the Pontesian Dynastic Empire government no longer believe that it will be beneficial for Pontesi to enter any negotiation at this moment and hereby immedeately closed this meeting. We hope that the Barmenistan delegate will have a safe journey home and thank them for attending this meeting. Despite not being able to reach any agreement, we believe that this meeting had improve the relation between our two nations."
