Duke Rannigan, foreign minister of Luthori:
"Unfortunately we do not see how these negotiations concern the state of Indrala in the slightest, seeing as they are far from being near the concerned territory. Therefore, unless a satisfactory answer is given, we will not be able to accept their inclusion in these negotiations.
The Empire wishes peace and its representatives are here to forge it. However, it must be stressed that the Empire does not recognize an independent country known as "Beiteynu", such country ceased to exist when the Treaty of Yishelem was ratified. Furthermore, at no time whatsoever did the Empire relinquish sovereignity over the Kingdom of Yishelem. The Empire recognizes that parts of the Kingdom rebelled against the rule of King William and that, as such, Imperial troops were sent to end the revolt. For the purposes of these negotiations, we will accept the denominator "Republic of Beiteynu" to refer to the parts of Yishelem which have rebelled, specificaly, the south eastern part of the country. However, the Empire recognizes that the people of Yishelem have some grievances which were not addressed and is prepared to address them at this point. We also consider that the violent supression of the rebellion was absolutely unavoidable, seeing as Rebel forces attacked The Loyalist province of Endlid. Regarding the destruction of Birahteynu, this was done when the Rebels ignored the ultimatum to immediately withdraw from Endlid. The Empire is sorry for what was surely an unnecessary loss of life and regards it as one of the horrors of war but does not regret its actions, or consider itself responsible for the destruction of Birahteynu, seeing that it could have been completely avoided had Rebel forces withdrawn from Endild.
That being said, what was done was done and it cannot be changed. The Empire is greatfull that the rebels aided Imperial soldiers in hunting down and exterminating the terrorist scum known as the True RAFB. As the attendees of this meeting know, the leader of these terrorists was captured, tried and executed for high treason, along with his followers.
I will now express Luthori's views on what we consider would be a viable peace:
-All the territories now in rebellion shall peacefuly rejoin the Kingdom of Yishelem, its territory shall be the same as what is was before the rebelion.
-The Luthori Empire shall not intervene in the policies of the Kingdom of Yishelem outside of what is explicity permitted here, meaning that the Kingdom of Yishelem will mostly self-rule.
-Luthorian corporations shall not be subject to nationalization by the Kingdom of Yishelem.
-The Kingdom of Yishelem shall be free to choose its own religion as long as the freedom of worship of Lutherans is respected.
-The inhabitants of the Kingdom of Yishelem will be able to implement the government they want in order to take into account the Jewish culture of Yishelem, as long as William of Rothingren and all His legal descendants, or whoever is deemed to be the rightfull Emperor of Luthori, shall be Kings of Yishelem and heads of state of Yishelem.
-The inhabitants of the Kingdom of Yishelem shall pay no tax to the Luthori Empire.
-The Kingdom of Yishelem and the Holy Luthori Empire will sign a mutual defense treaty, the Holy Imperial Military shall protect the Kingdom of Yishelem from all threats.
-The Kingdom of Yishelem may not enter a war of aggression without the consent of its King.
-For legal purposes, the Kingdom of Yishelem shall be considered a colony of the Holy Luthori Empire, although this implies no additional power givento Luthori outside of what is explicitly permitted here.
-The Kingdom of Yishelem may not withdraw from this agreement, doing so will be considered a declaration of war against Luthori.
-In addition to the new treaty which these negotiations will create, the Kingdom of Yishelem shall enter the Commonwealth of Nations Alliance, and shall not withdraw from it.
-In recognition of the damages inflicted on the Yiselem economy during the rebellion, the Luthori Empire shall transfer a sum of £ 5bn* to the treasury of the Kingdom of Yishelem, in order to rebuild the country.
-The Emperor and Luthorian government shall use their influence to strongly encourage Luthori corporations to invest in Yishelem, which shall jump start the agonizing economy. However, wether or not these corporations shall stay in Yishelem shall be determined by the Kingdom's attitude towards them (a free market economy will make them stay, a planned economy will make them leave).
-Luthori shall be allowed military bases in Yishelem, to assure the protection of the King's interest.
Seeing as this is but a first draft, we are more than open to suggestions and modifications, large and small.
